PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 - This YWN is located on property owned by The City of Wilson.
02 - The property is recorded in Deed Book 2658, Page 872 in The Wilson County, North Carolina Register of Deeds Office. 03 - Edge of waste markers have been established and installed. 04 - This YWN is working in conjunction with YWN-98-005 as a temporary holding site. Seven windrows of mature compost is already being stored onsite inside of the Edge of Waste markers 05 - Please remember that these notified sites can only have 6000 cu/yds of waste onsite at any given time, This 6000 cu/yds includes both the processed and un-processed waste. 06 - The roads are of All-Weather Construction.
07 - This is a large tract of land that in the future may become a Permitted Type 1 Composting Facility. Application was submitted on 10/25/2022 per Scott Hedgepeth on 10/26/2022. 08 - The site may also house a Temporary Disaster Debris Site for use during declared emergencies.
09 - Setbacks should not present any issues with the additional plans for this location. 10 - The site is secured by fencing and locking gates. 11 - Signage has been added.
