HomeMy WebLinkAbout6204_UwharrieMSWLF_Cell15ARockBlastingPlanAppr_FID1740255_20221014 October 14th, 2022 Sent Via Email - mgurley@republicservices.com Mr. Mike Gurley Environmental Manager Republic Services of North Carolina, LLC 5105 Morehead Road Concord, NC 28207 Re: Proposed Blasting Plan Areas for Cell No. 15A Uwharrie Regional MSW Landfill Solid Waste Permit Number 6204-MSWLF-1995 FID 1740255 Dear Mr. Gurley: The Division of Waste Management, Solid Waste Section (Section) has reviewed the Proposed Blasting Plan (FID 1740254) for the facility submitted by Hodges, Harbin, Newberry & Tribble, Inc. on behalf of the Uwharrie Regional MSW Landfill. Rock has been encountered during the construction of Cell No. 15A and blasting is necessary to achieve the Cell 15A infrastructure design grades. Blasting will be performed by Carolina Drilling, Inc. and a seismograph will be used to monitor vibrations at the nearest structure, monitoring well (MW-22), and edge of liner location. The rock blasting plan is approved as proposed with the following conditions: • Water level measurements will be collected and recorded for monitoring well MW-22 immediately prior to and immediately after any blasting activities; at weekly intervals during the blasting period; and one week after all blasting is completed. • The owner, or representative, will notify the SWS Engineer or Hydrogeologist of the blasting schedule at least one week in advance of commencement of blasting. • Within 30 days of completion of all blasting activities, a Blasting Results Report will be submitted to the Section. The report will document all activities including, but not limited to, water level measurements, final volumes removed, and resulting top of rock elevations. • The final Blasting Results Report shall also be included in the final CQA report.
