The Permit to Construct and Operate will expire on September 6, 2027. This permit is the combination of two former notified LCID landfills, which were less than 2 acres each. The northern LCID began operating in 2006 with the notification number of N0712.The southern LCID began operating in 2018 with the notification number ofN1096. PURPOSE OF SITE VISIT: Pre -Operation and Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None Pagel of 3 NORTH CARnLINAD_E Q�� OepaNnent W Environnnnbl puel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS The purpose of this inspection was to complete the required pre -operation inspection, prior to accepting waste at the newly constructed facility. 1. Mr. Collie is in the process of obtaining the signage for the new LCID. The signage for the former notified LCIDs is still posted at the entrance of the facility. 2. A gate has not been installed at the facility. Mr. Collie stated that one would be installed in the next few days. 3. The sediment basin has been constructed near the southeastern corner of the LCID. Four fabric baffles run across the sediment basin. The sediment basin also consists of a skimmer and an emergency spillway. Vegetation has begun to grow on the side slopes of the sediment basin. Ensure to monitor and maintain the basin as required by the stormwater permit. 4. The access road to the facility is being managed properly at this time. 5. An access roadway has been mown around the entire LCID to provide access for fire -fighting vehicles. Continue to maintain the access roadway around the LCID to allow for access for fire -fighting vehicles and for inspection by facility staff. 6. Mr. Collie stated that he has an operator on -site all times that the facility is open to receiving waste. The operator also operates the equipment to compact and cover the land clearing waste. During this inspection, the operator was actively covering waste of the notified LCID N1096. The working face of N1096 was small and compact. 7. A stand of pine trees is located between the notified LCIDs, N1096 and N0712. The stand of pine trees was actively being cut during this inspection. Mr. Collie stated that once the stand of trees had been cut, the waste of N0712 would be rolled over into the area and covered. 8. The working face of N0712 was approaching the one -acre size limit. Mr. Collie stated that the waste from N0712 would be rolled over and covered once the pine tree stand had been cut. As per 15A NCAC 13B .0566 (3), the working face shall be covered with no less than 6 inches of soil monthly or when the working face reaches one acre in size. 9. Edge of waste markers have been installed around the LCID and can be seen from one to the next. Continue to maintain the edge of waste markers to ensure that they are visible around the LCID. 10. A stockpile of broken concrete was observed between the two NLCIDs. Mr. Collie stated that the concrete would be ground and utilized as road base on the LCID. 11. No erosion was observed at the time of this inspection. 12. Following the completion of this inspection, verbal authorization was given to Mr. Collie to begin accepting waste at the facility.
