FACILITY COMPLIANCE INSPECTION REPORT

Solid Waste Section
1. This facility has a Life of Site Permit that was issued April 10, 2017. Facility is required to submit an annual facility
report on or before August 1 annually.
2. This facility is permitted to receive Municipal Solid Waste as defined in NCGS 130A — 290 (a)(18a).
3. Paperwork was not reviewed during this inspection.
4. This facility is secured by fences with locking gates.
5. Signs are posted on the fence before the scales with all required information.
6. The interior roadways are made of all-weather construction and well maintained. A street sweeper is used several
times a week to clean the roadways.
7. The tipping floor is kept clean.
8. The leachate drains are kept clean and functioning properly. The leachate drains are connected directly to the
sanitary sewer system.
9. Some building maintenance is needed. The metal siding above the trailer loading bay has been damage and the
metal at the base of the southern wall of the transfer station has eroded. This was also identified in the October 2021
Inspection Report. The repairs to the building should be completed as recommended in the Transfer Station
Assessment Report.
10. The transfer station walls were covered with dirt and grime and are in need of cleaning. Mr. Parker stated that the
walls were cleaned in the spring and would be cleaned again in the fall. Ensure that the transfer station is cleaned
no less than twice per year.
11. Waste was observed within the transfer trailer loading bay. Mr. Parker stated that the waste is removed as needed
throughout the day and at the end of the day. Mr. Parker also stated that a request has been made to repair the metal
chute plates and add a brush like feature to the chute to help reduce the waste in the transfer trailer loading bay
Endure that the waste is removed from the transfer trailer bay at the end of each day and as needed
throughout the day.
12. Minimal windblown waste was observed around the transfer trailer bay and near the trailer staging area. Windblown
waste was actively being picked up during this inspection. Ensure that any windblown waste is picked up around
the facility and cleaned out of the transfer trailer loading bay daily.
13. An area of standing water/leachate was observed in the roadway to the south of the transfer station building. Mr.
Parker stated that the water was from washing out the back of the recycle trailer. Mr. Parker also stated that the
water drains towards the stormwater drains in the parking area, which are connected to the local sewer system.
Ensure that no leachate comes into contact with the soils of the transfer station and that all water/leachate
drains into the stormwater drains.
14. Digital photographs were taken during the inspection.
