Environmental Current Use of Property: Residential Structures on Property: New Structures Violation: No Vapor Mitigation Systems: Observed Vapor Mitigation Violation: No Use of Surface Water or Groundwater: Not Observed Water Use Violation: No Exposed Soils: Observed Exposed Soils Violation: No Summary: Subgrade soil contact walls were being treated with Geo-Seal CORE material and Geo-Seal FILM 11 (HDPE) barrier. CORE material had already been applied to the vertical concrete soil contact walls on arrival, and installers were in the process of sealing the HDPE barrier seams and adhering it to the concrete footer at the time of the Site inspection. NCBP issued verbal approval on August 27, 2022 via email granting approval for MMS as it relates to this inspection. Summary: N/A Summary: New apartment complex currently under construction. Foundations are being prepared and the draft Methane Mitigation System (MMS) Design Rev 1 dated July 2022 prepared by GeoSyntec is being implemented until final document available. Hart & Hickman is the engineering firm completing field inspections and site oversight as of the time of this inspection. Summary: Grading of soil taking place on-site at the time of the Site Inspection. Work is consistent with EMP for the property. VIMS treatment of soil contact walls covered previously, and in Inspector Comments. Summary: Geo-Seal spray CORE material being used during the installation of vertical VIMS barrier at the time of the Site Inspection (Photo 5). Inspector Comments V. PHOTOGRAPHS Photo 1: View of VIMS barrier installation on western vertical soil contact walls during Site Inspection facing The purpose of the Site Inspection was to attend a 9 AM vertical soil contact walls VIMS barrier inspection. The section of wall is located on the western corner of the property. At the time of the Site Inspection, the vapor barrier installation had not been completed, and the installers were working on completing the installation of the green HDPE barrier over the spray core material (Photos 1-4). The DEQ inspector and H&H personnel departed the site prior to the completion of the VIMS barrier installation which was postponed. Later in the day, the DEQ inspector received a call from H&H that the completed section of VIMS barrier would be re-inspected by H&H that afternoon. The vapor barrier re-inspection was not attended by DEQ personnel.
