Active, Life of Site Permit, Issued February 20, 2017. Combined with 2803-CDLF-1995. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None
OBSERVED VIOLATIONS:
None

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
01 - Life of Site Permit was issued 2/20/2017 as a combined permit with facility #2803- CDLF. 02 - Facility has required signage. Locking gates and fencing for security. 03 - Need to add operator & contact number (Stella Enviro.) on signage per new rule for Transfer Station. 04 - Interior roads are of all-weather construction and well maintained.
05 - Tipping floor looked good during operating hours. 06 - 1 loaded trailer has right flat tires. 1 leaking trailer #127 in the loading bay in need of repair. Attached picture of leaking trailer. 07 - Facility has plenty of empty trailers for incoming waste. 08 - Republic Services contracts the facility operations and the hauling to Stella Environmental. 09 - Be sure to keep the loading bay free and clear of excess waste. 10 - Items are being screened out of loads and taken to the proper waste areas. 11 - Screening records are up to date. 12 - The windblown trash during this inspection was at a minimal. 13 - Overall the staff at this Transfer Station appears to be doing a good job.
14 - Certified Transfer Station Operations Specialist: Michael Chesson, expires 7/24/24, (Stella), Jonathan DeWeese, expires 11/15/24, Thomas (Bud) Tillett and Deborah A. Equils, expires 11/03/22, (Dare County). 15 - Digital pictures were taken during this inspection and some are attached to this report.
