PART I GENERAL FACILITY
1. This permit is issued by the North Carolina Department of Environmental Quality, Division
of Waste Management, Solid Waste Section (Section). In accordance with North Carolina
Solid Waste Management Rule 15A NCAC 13B .0201(d), a solid waste management
facility permit shall have two parts: a permit approval to construct and a permit approval to
operate. The permit approval to construct must be implemented in accordance with
Attachment 2 of this permit. The permit approval to operate must be implemented in
accordance with Attachment 3 of this permit.
2. The persons to whom this permit is issued ("permiee") are the owners and operators of the
solid waste management facility.
3. This permit shall not be effective until the certified copy of this permit which references
legal descriptions for all land within the solid waste management facility boundary is
recorded in the Register of Deeds office and indexed in the grantor index under the name of
the owner of the land in the county or counties in which the land is located. The certified
copy of the permit, affixed with the Register's seal and the date, book, and page number of
recording, must be returned to the Section within 30 calendar days of issuance of this
permit. If the Section does not receive the certified copy of the recorded permit within 30
calendar days of issuance of the permit, then and in that event, the permit is suspended and
of no effect until the date the Section receives the certified copy of the recorded permit.
4. When this property is sold, leased, conveyed, or transferred in any manner, the deed or
other instrument of transfer must contain in the deed description section, in no smaller type
than that used in the body of the deed or instrument, a statement that the property has been
used as a land clearing and inert debris landfill and a reference by book and page to the
recordation of the permit.
5. By beginning construction or receiving waste at this facility the permitee shall be
considered to have accepted the terms and conditions of this permit.
6. Construction and operation of this solid waste management facility shall be in accordance
with the Solid Waste Management Rules, 15A NCAC 13B; Article 9 of Chapter 130A of
the North Carolina General Statutes (N.C.G.S. 130A-290, et seq.); the conditions contained
in this permit; and the approved plan. Should the approved plan and the rules conflict, the
Solid Waste Management Rules shall take precedence unless specifically addressed by
permit condition. Failure to comply may result in compliance action or permit revocation.
7. This permit is issued based on the documents submitted in support of the application for
permitting the facility identified in Attachment 1, "List of Documents for Approved Plan,"

which constitute the approved plan for the facility. Where discrepancies exist, the most
recent submittals and the conditions of permit shall govern.
8. This permit may be transferred only with the approval of the Section, through the issuance
of a new or substantially amended permit in accordance with applicable statutes and rules.
9. In accordance with N.C.G.S. 130A-295.2(g), the permittee shall notify the Section thirty
(30) days prior to any significant change in the identity or business structure of either the
owner or the operator, including but not limited to, a proposed transfer of ownership of the
facility, a change in the operator of the facility, or a change in the parent company of the
owner or operator.
10. The permittee is responsible for obtaining all permits and approvals necessary for the
development of this project including approval from appropriate agencies for a General or
Individual National Pollutant Discharge Elimination System (NPDES) Stormwater
Discharge Permit. Issuance of this permit does not remove the permittee's responsibilities
for compliance with any other local, state, or federal rule, regulation, or statute.

The northern one began operating in 2006, and the southern one began in 2018, on separate
parcels. The IDs of these sites are N0712 and N1096.
2. In 2022, the area containing the two former LCIDs were combined to form a larger,
permitted LCID landfill. The separate property parcels were combined.

ATTACHMENT 2
CONDITIONS OF PERMIT APPROVAL TO CONSTRUCT
1. Construction of all solid waste management units within this facility must be in accordance
with the pertinent approved plans included in Attachment 1, List of Documents for the
Approved Plan.
2. Modifications or revisions of the approved documents or changes during facility construction
must be submitted to the Section for review and approval prior to implementing the
modifications or revisions.
3. All earth disturbing activities must be conducted in accordance with the Sedimentation
Control Act N.C.G.S. 113A-50, et seq., and rules promulgated under 15A NCAC 4.
Modifications to the approved sedimentation and erosion control activities require approval
by the NC Division of Energy, Mineral and Land Resources. The Section must be notified of
any modifications.
4. Facility construction must not cause or result in a discharge of pollution, dredged material,
and/or fill material into waters of the state in violation of the requirement under Sections 401
and 404 of the Clean Water Act, as amended.
5. Burning of land -clearing debris generated on site as a result of construction activities may be
allowed, only if, prior to initiating the controlled burning, the permittee obtains approvals
and/or permits from the Section, the NC Division of Air Quality in accordance with 15A
NCAC 02D .1900, the NC Forest Service, and the local government. The permittee must
conduct the approved open burning in compliance with all air pollution and open burn laws,
regulations, and ordinances.
6. The permittee must complete the following prior to initially receiving waste within the
combined and expanded landfill area:
a. The disposal unit boundary must be accurately identified with permanent markers.
b. Roads and sedimentation and erosion control components must be constructed and
operational.
c. A site inspection and pre -operative meeting must be conducted by a representative of
the Section. The permittee must notify the Section's Environmental Senior Specialist
and make arrangements for the site inspection and pre -operative meeting.
d. After completion of the requirements in subparagraphs a. through c. above, the
Section Environmental Senior Specialist will notify the Permitting Branch Supervisor
by email that the pre -operative requirements have been met and that the unit may
commence receiving waste. The permittee will be copied on the notification and may
begin receiving waste at that time

ATTACHMENT 3
CONDITIONS OF PERMIT APPROVAL TO OPERATE
PART I: FACILITY OPERATION CONDITIONS
l . This permit approves operation of the expanded and combined LCID landfill, only after the
pre -operative conditions as listed on page 4 of this permit have been approved by the
Section.
2. The Permit to Operate shall expire September 6, 2027. No later than March 6, 2027, the
permittee must submit a request to the Section for permit review and must submit updated
facility plans.
3. The LCID landfill disposal area is 9.1 acres, and the landfill capacity is approximately
306,000 cub yards.
4. This facility is permitted to receive land clearing waste, yard trash, uncontaminated soil,
and inert debris such as unpainted rock, brick, concrete, and concrete block.
5. Access roads shall be of all-weather construction and shall be maintained around the waste
boundary to allow access by vehicles transporting waste, Department staff, and fire-
fighting vehicles.
6. The permittee must maintain permanent markers that accurately identify the edge of the
approved waste disposal boundary
7. Solid waste in the landfill shall be compacted. Slopes shall not exceed a ratio of three
horizontal to one vertical (3:1) at any time.
8. Solid waste must not be disposed in standing water. Surface water must be diverted away
from the operational area and must not be impounded over or in waste.
9. Fires must be reported to the Regional Waste Management Specialist within 24 hours of
the occurrence with a written notification to be submitted within 15 calendar days of the
occurrence. The notification shall include the site name and permit number; the date and
time of the fire; actions taken by the operator in response to the fire; the cause of the fire;
the location and size of the fire; the type and amount of waste that caught fire; a plan of
action to prevent fires in the future; the name and title of the person submitting this
information; and the date the information is submitted.
10. An attendant must be on duty at all times while the landfill is open for public use to assure
compliance with operational requirements and to prevent acceptance of unauthorized
wastes. The site shall be secured by barriers such as gates, chains, berms, and fences as
needed to prevent unauthorized access.
11. The permittee must maintain records of the amount of solid waste received at the facility.
An annual report of facility activities for the fiscal year July 1 to June 30 must be submitted
to the Section on or before August 1 of each year on forms provided by the Section.

Cover Material Requirements
12. Solid waste must be covered with a minimum of 6 inches of suitable soil cover or to a
thickness to cover exposed wastes, whichever is greater. Soil cover must be placed over
working face at least once per month or when the active area reaches one acre in size,
whichever occurs first. Soil cover must be compacted to minimize erosion.
13. The facility must maintain a supply of cover material adequate to cover the working face in
the event of an emergency or fire.
14. Vegetative ground cover sufficient to control erosion must be established within 30
working days upon completion of any phase of LCID landfill development.
15. Areas that will not have additional wastes placed on them for three months or more, but
where final termination of disposal operations has not occurred, shall be covered with no
less than one foot of soil cover sloped to direct the flow of surface water from the landfill,
and stabilized with vegetative ground cover or other stabilizing material. The Division may
require further action to correct any condition that the Division determines may be
injurious to the public health, or a nuisance to the community.
Closure and Post -Closure Requirements
16. The owner or operator shall meet the closure and post -closure requirements of 15A NCAC
13B .0567
Erosion and Sedimentation Control Requirements
17. All earth disturbing and sedimentation and erosion control activities must be conducted in
accordance with the Sedimentation Control Act N.C.G.S. 113A-50, et seq., and rules
promulgated under 15A NCAC 4. All required sedimentation and erosion control measures
must be installed and operable to mitigate excessive on -site erosion and to prevent silt from
leaving the area of the landfill unit during the service life of the facility.
18. Modifications to the approved sedimentation and erosion control activities require approval
by the North Carolina Land Quality Section. The Section must be notified of any
sedimentation and erosion control plan modifications.
19. Facility construction, operations or practices must not cause or result in a discharge of
pollution, dredged material, and/or fill material into waters of the state in violation of the
requirements under Sections 402 and 404 of the Clean Water Act, as amended.
