The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on September 28, 2022.
2. The facility is permitted to receive construction or demolition debris or waste as defined in NCGS 130A-
290(a)(4), inert debris as defined in NCGS 130A-290(a)(14), recyclable materials as defined in NCGS 130A-
290(a)(26), and special wastes defined in NCGS 130A-290(a)(40).
3. The facility is secured by gates and fencing to prevent unauthorized access.
4. Signs were posted at the entrance of the facility stating the types of materials the facility can and cannot accept,
name and permit number, hours of operation, and emergency contact information.
Records Review
5. The permit and operations were available upon request.

7. Tonnage records were reviewed from the 2021-2022 Facility Annual Report. The facility received 12,317.78
tons of material for treatment and processing from November 2021 to June 2022.
8. Waste screenings from October 18, 2021 to September 22, 2022 were available for review. The forms document
the types of material being screened as well as photographs of the screening. The forms also showed the final
disposition of any unacceptable material that was encountered.
Operations Inspection of the Treatment and Processing Facility (4408-TP-2020)
9. The tipping floor and push walls were in good condition at the time of inspection. In certain areas, the facility
has added wooden panels consisting of recovered plywood and OSB (oriented strand board) above the push
walls to help prevent the metal sheeting of the building from being damaged.
10. The tipping floor slopes to the center of the building where the leachate drain is located. The facility is currently
working with a local metal shop to fabricate more substantial leachate grates. All leachate was being contained
within the containment system at the time of inspection.
11. A load was received during the inspection which consisted of wood paneling and non-putrescible household
waste (clothes, toys, small household appliances, etc.) Facility staff also saw the waste, removed it from the
tipping floor and placed the material into a roll off container that would be taken for proper disposal. Continue
to remove all unacceptable material from the waste stream and dispose of the material at the proper
facility.
12. Windblown waste was minimal and well managed at the time inspection.
13. The facility has a dumpster where tires that are found in the incoming waste stream are stored before being
taken for proper disposal. I5A NCAC 13B .1107 L) states in part: "Whole and partial scrap tires capable of
holding water shall be covered upon receipt with a water shedding material or disposed of processed, or
removed from the site within ten days of receipt.' Cover the tires with a tarp or other water shedding
material to control mosquitoes and protect the public health and welfare.
14. Shingles for grinding are stored on the west side of the treatment and processing area. Some plastic roofing
vents and plastic were observed in the stockpile. Remove the plastic roofing vents and plastic from the pre -
grind stockpile.
