Resolved OBSERVED VIOLATIONS: No new violations observed
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
01. Permit to Operate (issued 6/15/2021) and Operations Plan were available but were not reviewed.
02. Facility has Locking gates and fencing for security. 03. Facility had adequate signage. 04. Interior roads were in good shape. Dust control was being conducted during this inspection with the water spreader truck. 05. It was noted during this inspection that the sedimentation pond on the west side is being dredged out. 06. Monitoring wells viewed, were locked and tagged. 07. Edge of Waste markers are present. 08. The working face is being kept smaller than it was. Cover looks better. 09. A steady supply of cover material is being staged at the working face for quick and adequate cover. 10. Be sure any impacted areas around gas wells are covered as soon as the work has been completed. 11. Cover material was being added to the above areas to cover all of these areas during this inspection.
12. Leachate tanks had adequate storage looking at gauges on the sides of the tanks. Leachate removal records were not reviewed. 13. No new leachate breakouts were discovered during this inspection.
14. The erosion areas under the down slope drain tiles that were in need of repair during the last inspection have been repaired. 15. The new cell is filling up fast.
16. Windblown trash was at a minimum during this inspection. 17. Contract staff were picking trash up along Republican Rd. and will be heading back to the landfill to pick up the windblown trash there.
18. Digital pictures were taken during this inspection with some attached to this report.
