OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The access road is of all-weather construction and appears to be properly maintained.
2. The gate was open and unlocked at the time of this inspection. Ensure that the gate is locked or an attendant on -

site when not in use by BCS Contracting staff to prevent unauthorized dumping.
3. The site has adequate signage posted at the entrance; however, the sign is becoming overgrown with vegetation.
4. Edge of waste markers were visible at the time of this inspection.
5. 15A NCAC 13B .0566 (2), "Solid waste in the landfill shall be compacted. Slopes shall not exceed a ration
of three horizontal to one vertical at any time." The side slopes were identified to be uncovered and nearly
vertical. The waste needs to be compacted, covered. and properly sloped.
6. The working face was approaching the one -acre size limit. Ensure that the waste is covered by six inches of
soil monthly or when the working face reaches one acre, whichever occurs first.
7. 15A NCAC 13B .0564 (7), "The site shall establish and maintain an access road around the waste boundary
for access by emergency or fire -fighting vehicles and equipment." An access road around the waste disposal
area was not evident. The overgrown woody vegetation should be removed so that the area can be accessed via
fire -fighting vehicles and equipment.
8. 15A NCAC 13B .0100 (28), "'Inert debris waste' means inert debris that consists solely of asphalt, cured
concrete, brick, concrete block, gravel, and rock. Inert debris waste shall not contain chemical adhesives
or sealants, or lead based paint." Painted brick was observed to have been utilized as a road base near the center
of the LCID. The painted brick is not an inert debris and cannot be utilized as a road base or accepted in the LCID.
The painted brick and any other unacceptable wastes must be removed and properly disposed of.
9. Digital pictures were taken during the inspection.
10. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days of receipt of this report. The Solid Waste Section will conduct a follow-up
inspection in 30 days to ensure issues noted in this inspection report have been addressed.
