The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on September 13, 2022.
2. The facility is open to the public Monday through Friday, 7:00 am to 4:00 pm and Saturday, 7:00 am to 12:00
pm.
3. Waste is transported by Kinsland Trucking, Inc. to the Waste Management Subtitle D landfill in Homer,
Georgia.
4. The facility is secured by gates and fencing to prevent unauthorized entry.
5. Signs showing the permit number, emergency contact information, hours of operation and the types of waste the
facility can and cannot accept were posted at the entrance to the facility.
6. The roads were of all-weather construction and were being maintained in good condition at the time of
inspection.
Records Review
7. The permit and operations plan were available upon request.
8. Waste screenings from October 1, 2021 to September 12, 2022 were available for review. The forms showed
the final disposition of any unacceptable waste that was encountered. Waste screenings are being conducted in
accordance with 15A NCAC 13B .0405(8)(A).
9. Tonnage records were reviewed from the FY2021-2022 Facility Annual Report. The facility received 34,958.09
tons of waste from July 1, 2021 to June 30, 2022.

Operations Inspection of the Transfer Station (5003T-TRANSFER-)
11. Windblown litter was minimal and well managed at the time of inspection.
12. The facility has a fire suppression system consisting of fire hoses and reels. One is located on the east side of
the transfer building and the other near the loaded trailer parking area.
13. Large commercial haulers dump directly on the tipping floor while smaller commercial haulers and individuals
are directed to the south side of the transfer building and dump material over a wall onto the tipping floor.
14. The trench drains were observed to be clear and appeared to be functioning properly.
15. The tipping floor and push walls were in good condition and no unapproved material was observed.
16. Minimal waste was observed in the loading bay and the area is being cleaned at the end of each working day as
required by 15A NCAC 13B .0405(11).
17. No loaded trailers were on site at the time of inspection.
Operations Inspection of the Treatment and Processing (Wood Grinding) Area
18. The facility is permitted to receive land clearing waste and wooden pallets constructed of unpainted and untreated
natural wood.
19. No unapproved waste was observed in the treatment and processing area and the grinding contractor was on site
at the time of inspection.
20. The finished mulch is sold to the public or used at county facilities.
Other Comments
21. Electronics are collected at the transfer station and eight convenience sites located across the county. The
material is loaded into gaylord boxes and onto pallets, then loaded on a van trailer and sent to an electronics
recycler for processing.
22. Scrap metal and white goods are collected on a concrete pad adjacent to the scrap tire area. White goods are
loaded into a roll off container and sent to Metalwood Recycling in Sylva. White goods are also collected at

county convenience sites and taken directly to the metal recycler from those locations. Refrigerant removal is
performed at Metalwood Recycling and removal records are sent to the county.
23. Two tire trailers were staged to the southeast of the transfer building to receive incoming scrap tires. No tires were
stored outside the trailer.
24. The facility has partnered with the NCDA to collect and recycle empty, triple rinsed, dry pesticide containers.
The containers are stored in a shipping container located near the tire trailers.
25. Monitoring well MW-03, which is located near the wood grinding area was observed to be locked and tagged
with the required identification plate; however, the vegetative growth around the well needs to be mowed. Mow
the vegetation around the well so that the well and base can be accessed and inspected.
