Large commercial haulers dump directly on the tipping floor while smaller commercial haulers and individuals are directed to the south side of the transfer building and dump material over a wall onto the tipping floor. 14. The trench drains were observed to be clear and appeared to be functioning properly. 15. The tipping floor and push walls were in good condition and no unapproved material was observed. 16. Minimal waste was observed in the loading bay and the area is being cleaned at the end of each working day as required by 15A NCAC 13B .0405(11). 17.
