PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Met with April King, representing Hoke County as Hoke County Solid Waste Director. Ms. King walked with Section staff during inspection. 2. Records reviewed at Hoke County consisted of: Transfer Station Assessment Report and response, Permit and operations plan were onsite; Previous inspections, 2021 Compost Time/Temps; Receipt for removal of mulch by 401 Sand; Daily tonnage logs; Omni Source receipt for WG and steel removal; 2021/2022 Oil removal receipts by Key Energy; 2021/2022 Safety- Kleene Systems oil removal records; 2021/2022 Carolina Tire removal receipts; 2022 Scrap Tire Certifications; 2022 Waste Screening Reports; Groundwater sampling report for 8/2022. Certified Operator Certifications: Gideon Locklear TRANS Expires 9/22/2024; Charles tedder TRANS Expires 9/22/2024; Brandon McKethan 3/9/2024; April King TRANS Expires 4/17/2025; Ms. King will be attending MOLO in near future. 3. It is understood the County was considering using a new system recently. The Counties current system for tracking and managing waste could be improved. Information is being tracked and staff are doing well, considering using only an excel spreadsheet, to track required information. Wastes incoming, types, volumes, tonnages truck and dumper identification, etc. is being collected, however, not well enough to ensure all useful information is being gathered, nor fully available after its collected, for the County to utilize its full potential. During inspection, searching through the system and inquiring on waste tracking information with Ms. King, its apparent that some assumptions are made with this system, and some useful information is assumed or guessed. This opens the County up for errors in tracking and reporting information. Previous Facility Annual Report (FAR) information is assumed to be correct using this very basic tracking method, but an upgraded system would be very beneficial to the operators and the County. It would save operator time during the normal operations of accepting waste, help track useful information that could be viewed later for investigating issues, tracking costs and problems areas or wastes individually. It could also assist with quantifying resources needed and in turn, increase operational feasibility. The County can use whatever system it wishes as long as the required information is collected and is accurate for FARs etc. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 9 4. Ms. King indicated that wash downs were being conducted but not being documented, so she has started a new record to alleviate this problem. Please be sure and document the wash downs that are done monthly and the twice a year entire station along with the date. These will be reviewed during inspections. 15A NCAC 13B .0405 (11) - Site Cleaning and Maintenance: Unless otherwise stated in the site permit, all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request. 5. Facility has proper signage, gated with fence access and roads of all-weather construction. 6. There was no windblown litter visible from the road coming into facility or trailer storage area. Good job. Trailer loading had been recently cleaned but had some waste spillage, as expected, over sides. Seemed onsite staff were managing waste cleanup well. Along loading bay there are two manhole accesses for leachate collection tank. One has damage and the leachate is visible between the tank lip and the access. Once the tank is full, it can leak out and allow stormwater to run into, fill up and eventually overflow. These access manholes should be fixed so the leachate collection system perform as designed and collect leachate only. Leachate collection behind trailer loading bay. Tipping floor has new bigger equipment (loader) being used in this small area. The tipping floor has no safety measures for the edge of tipping floor and now with this bigger equipment, there is less space for operations staff and public dumpers. This area is very hazardous and needs safety to be addressed. Suggest consulting a safety professional to evaluate and increase safety measures of this working area for County staff and the public. White goods are separated into two groups, those with CFCs and those without. Ones with CFCs are kept upright and under a shelter and removed by a company that can remove the gases. Other white goods are in a roll off container, mostly for scrap metal. Please be sure to keep them under shelter. Electronics and batteries are kept in retro fitted IBC tanks that are cut off and pallets with pallets boxes to contain them. They also are kept under shelter until removal. Electronics Batteries 11. Cooking oil is also collected but is having issues staying contained. Currently it is taken in any container then public is allowed to attempt to pour it into an IBC tank for storage until full, but much is lost outside the collection container and pours onto ground. Perhaps a cut off IBC tank, such as what is used for battery collection and containment be used for the individual collection containers the public brings in and then have one staff member periodically pour the oil into the IBC collection container. That container also needs a secondary containment, but this will reduce spillage onto ground and concrete pad. Please address and clean up this area. Used cooking oil. Trailer area also had no leaks and concrete pad for storing the trailers until removed seemed to be working well. Scrap tires Trailer storage 13. Corrective actions are necessary as result of this inspection. Corrective actions should be completed within 30 days from the date of this inspection report sent. A follow up inspection will be conducted at that time or shortly after. Failure to resolve these matters may result in further enforcement action.
