2. The August 22, 2022 permit is an Approval to Construct (PTC) Area 3, Phases 6-8 and Phases 9-
10 which are the vertical expansion over Areas 1, 2 & 3. This permit is also a Permit to Operate
(PTO) Areas 1 & 2, Phases 1-5.
3. Kersey Valley Landfill must conduct a preconstruction meeting at the landfill facility prior to initiating
construction of any phase/cell/sub-cell of the solid waste management units and must notify the Section at least 10 days prior to the meeting per Permit Requirement - Attachment II, Part I, Number 2.
4. Pre-operational conditions as defined in Permit Condition, Attachment II, Part II, Number 6 must be met prior to receiving wastes at the newly constructed phases, cells, or sub-cells of any landfill unit.

9. Phase 1, 2 & 3 on west side of Kersey Valley Road is closed and has an intermediate cover.
10. Cap vegetative cover on Phase 1, 2 & 3 was well established with no observed erosion or exposed waste.
11. Remove saplings and ensure vegetation is mowed on the cap. Mr. Hunt stated that the cap on Phase 1,
2 & 3 is scheduled for mowing soon.
12. The facility has installed four candlestick flares atop Area 1. The flares are used for the combustion of passive landfill gas. The flares automatically ignite when needed. All four candlestick flares were observed during the facility inspection and appeared in good condition.
13. A Wood Waste Processing Area for LCD and pallets located SW of Phase 1, 2 & 3 was observed
this inspection.
