Active, Life of Site Permit issued March 27, 2019 and expires August 28, 2056. This permit is in the names of: Currituck County (owner) and Republic Services of North Carolina, LLC (operator).
PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection.
STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None

ADDITIONAL COMMENTS: 01 - This partial facility compliance inspection was conducted with Leighton Earwood, Currituck Solid Waste Director and Rachael Anderson, Currituck Co. Operations Manager. 02 - Minimal windblown trash was noted during this inspection around the transfer station main yard and the trailer storage area during working hours. Some small waste at the exterior of the loading bay in need of removal.
03 - Tipping floor and loading bay were clean as they can be during working hours. 04 - Fire prevention consist of 2 charged fire extinguishers and hoses on the tipping floor. 05 - Facility has plenty of empty trailers onsite. 06 - Facility has 6 certified Transfer Station Operations Specialist: Martyn Mitchell, expires 11/14/2022, Charlie Rome, expires 2/18/2025, Racheal Anderson, expires 2/18/2025, Chris Simbo, expires 2/18/2025, Joe Collins, expires 7/24/2024 and Horace Griffin, expires 7/24/2024. 07 - PTO, Operations Plan and Screening records were reviewed during this inspection and were found up to date. 08 - Roads are constructed of all-weather materials and maintained well. 09 - Facility has adequate signage with required information. 10 - Yard Waste Area looks much better due to the non-conforming waste is being managed better at the public centers. Facility is also changing the windrow directions to ensure storm water is flowing off the site better. Some grading work still to be done for stormwater diversion. 11 - Fuel barrel area was equipped with a charged fire extinguisher. 12 - Concrete barriers have been placed around the scrap metal / white goods & container area to keep waste on the
concrete pad. Looks very good. All areas surrounding this pad area has been cleaned well. 13 - Scrap metal area looks good during this inspection. 14 - White goods containing CFC were all up right until the CFC has been removed and then marked and placed on the
scrap metal pile. Scrap metal was being removed during this inspection.
15 - Leachate tanks appear to have good storage. Some lids have been replaced.
16 - Scrap tires are laced into box containers. Area looks good. 17 - There are several new rips/holes on the South Side exterior metal. 18 - Facility was pressure washed on7/24/2022 per receipt in records.
19 - John College discussed above items with Leighton Earwood and Rachael Anderson. Martyn Mitchell was also informed on the small amount of waste around the loading bay and how the facility is looking much better.
20 - Digital pictures were taken during this inspection.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
