The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on September 7, 2022.
2. The facility is owned by Haywood County and operated by Consolidated Waste Services.
3. The facility is open to the public Monday through Saturday from 7:00 am to 5:00 pm.
4. Waste is transported by Consolidated Waste Services to the White Oak Municipal Solid Waste Landfill (4407-
MSWLF-1993) in Waynesville, NC.
5. Signage showing the facility name, permit number and hours of operation were posted at the entrance to the
facility.
6. The facility is secured by gates at the entrance to prevent unauthorized entry.
7. Access roads throughout the facility are constructed of asphalt and were in good condition.
Records Review
8. The permit and operations plan were available for review.
9. Tonnage records were reviewed from the FY2021-2022 Facility Annual Report. The facility recovered
6,138.97 tons of material from the waste stream from July 1, 2021 through June 30, 2022.
10. Waste screening records from January 1, 2022 to September 6, 2022 were available for review. The facility
conducts three waste screenings per day and the forms showed the final disposition of any unacceptable
material that was encountered.

Oberations Insbection of Electronics, Baling, Universal Waste and Blue Bag Area
12. Televisions and electronic waste are collected, sorted, palletized or placed in crates and sent to CompuPoint
USA in Norcross, Georgia for recycling.
13. Florescent tubes, bulbs and lead acid batteries are collected in a locked metal cage inside the baling building.
The bulbs were stored in structurally sound cardboard boxes and plastic buckets to prevent breakage. The
Universal Waste area was well managed at the time of inspection.
14. Used motor oil and filters and used cooking oil are collected inside the baling building. Used motor oil and
filters are sent to Enterprise Oil in Knoxville, TN. Used cooking oil is sent to Blue Ridge Biofuels for
processing.
15. The facility collects fiber from county convenience sites. The baled material is sent to different vendors
depending on market conditions.
16. "Blue Bag" recyclables are brought from the county convenience sites and stored inside the baling building.
The material is then loaded into transfer trailers or roll off containers and is taken to Curbside Management in
Asheville for processing.
Operations Inspection of the Scrap Metal, White Goods and Tire Collection Area
17. Scrap metal and white goods are collected on a concrete pad and are loaded into roll off containers. White
goods containing refrigerants were stored separately. Four units were observed on their side during the
inspection. Facility staff sent photos on the afternoon of September 7, 2022 showing the units had been turned
upright. White goods containing refrigerants should be stored upright to help prevent the unintentional
release of refrigerants into the environment.
18. Tires are usually stored in van trailers adjacent to the metal area; however, the facility has been having
problems getting tire trailers and had to stack tires in a roll off container. 15A NCAC 13B .1107 (20)(c) states
in part... "Whole and partial scrap tires capable of holding water shall be covered upon receipt with a
water shedding material or disposed of, processed, or removed from the site within ten days of receipt."

Operations Inspection of the Transfer Station Area
19. Large loads are directed to the tipping floor; citizens and small haulers dump material over a tipping wall
located on the southeast side of the building.
20. The facility loads a transfer trailer with a trackhoe on the tipping floor. Two pallets were observed on the
tipping floor during the inspection. The floor supervisor also saw the pallets and instructed the equipment
operator to remove them from the waste.
21. The leachate drain is located in the center of the tipping floor and is connected to the Town of Waynesville
sanitary sewer system. The drain was covered by waste at the time of inspection, but no leachate was observed
outside the containment area.
22. A small amount of waste was observed over the small concrete curb inside the transfer building. Ensure all
waste is kept on the tipping floor.
23. One transfer trailer was on site at the time of inspection, appeared to be leak resistant and meet the requirements
of 15A NCAC 13B .0105.
24. Windblown waste was minimal and well managed at the time of inspection.
25. Fire extinguishers are located on both sides of the entrance to the tipping floor and a water hose is available for
use in case of a fire.
