Greenville, North Carolina Dear Ms. Drummond: Smith Gardner, Inc. (S+G) recently submitted a Permit to Construct Application include a Design Hydrogeologic Report for the proposed Phase 3 expansion at the C&D Landfill, Inc. facility. It has come to our attention that limited water level monitoring measurements submitted in that application were erroneous. This letter is sent to update the water level measurements collected, and to supply a revised Long -Term Seasonal High potentiometric surface map, and a revised subgrade design for Phase 3 that takes these changes into account. Water Levels Measurements The water levels presented in Table 3 of the Design Hydrogeologic Report included several anomalous readings. MW-10 and MW-13 Two are historical readings in MW-10 and MW-13 that show the same reading for both wells that is significantly lower than other readings. These anomalous readings are from August 2009. Since these were low elevation readings, they do not affect the Long -Term Seasonal High potentiometric surface map, however, they have been removed from Table 3 as these measurements affect the evaluation of water table fluctuation discussed below. PZ-3, PZ-4, PZ-4D, PZ-5 through PZ-11 S and PZ-11 D The water levels in these piezometers were initially collected with dataloggers in April and June 2021. It should be noted that piezometers PZ-3 through PZ-5 are Located in the future Phase 4 area and do not affect the Phase 3 design, however, they are included here in the interest of correcting all data errors. Data from those months exhibited water table elevations significantly higher than seen in other piezometers at the site. A review of maximum and minimum groundwater elevations indicates that since 2001 the fluctuation of the water table has typically been less than three -feet from the minimum to the maximum. The initial readings from the dataloggers in April and June 2021 indicated much larger DocuSign Envelope ID: 0771 EE5F-DBAC-42C5-BECB-850DA79F4793 Ms. Drummond September 8, 2022 Page 2of2 fluctuations (in some cases over five feet). When water levels were measured by hand in July 2021 it was determined that the dataloggers were experiencing an issue and that the previous measurements in April and June were inaccurate. However, during the Design Hydrogeologic Study, those values were inadvertently included and were used in various elements of the report to design subgrade and evaluate subgrade separation. Revisions To address the inadvertent inclusion of the erroneous data, we have revised the following elements of the Design Hydrogeologic Report and Permit Drawings and have included them for your review: • Revised Table 3 - Long Term Water Level Measurements; • Revised Table 6 - Subgrade Separation; • Revised Figure 4 - Long -Term Seasonal High Potentiometric Surface Map; and • Revised Drawing S2. It should be noted that the revised top of subgrade is only approximately two -feet lower in the revised design than in the design submitted with the Permit to Construct Application. Additionally, the waste footprint has been reduced to eliminate potential wetland impacts and is now closer to PZ-6 and PZ-7. We request that the revised Long -Term Seasonal High Potentiometric Surface Map and Revised Subgrade Design be approved as part of the Permit to Construct Phase 3.
