As requested, please see attached the revised work plan based on your comments.
In response to your comment on Figure 5, it appears that the 501 Hillsborough Street label is actually part of the footer
included on each page of the construction drawings we were provided. To minimize potential future confusion, we have
inserted a West Morgan Street label over top of the Hillsborough St. notation. West Morgan Street is located to the
south on the construction overlay.

1.0 INTRODUCTION
The Peerless Master Cleaners & Dyers redevelopment site (the Subject Site) consists of ten
parcels and a total of 1.15 acres of land (see Figures 1 and 2). It is in a commercial area of Raleigh
just east of the Glenwood Avenue and between W. Morgan Street and Hillsborough Street. The
Subject Site is occupied by four retail buildings and their associated parking lots. The Subject Site
is identified by the Wake County Online GIS Database with the following Parcel Identification
Numbers (PINs) and street addresses:

The four buildings present include the following:
1) Building One, identified as 511/513 Hillsborough Street, consists of a vacant 3,192 square
foot commercial building that was constructed in 1941.
2) Building Two, identified as 509 Hillsborough Street, consists of a 5,252 square foot
commercial building constructed in 1935 and is occupied by an architectural firm and a violin
maker.
3) Building Three, identified as 501 Hillsborough Street, consists of a 6,588 square foot
commercial building with a basement constructed in 1954. The main level is occupied by The
Fix it Man and vacant tenant space. The basement is occupied by Flex, a bar that has been
present approximately 23 years which includes a small outdoor patio area on the street level.
4) Building Four, identified as 500/502 West Morgan Street, contains a 5,290 square foot
commercial building constructed in 1959 and contains Wilson's Outdoor Equipment.

The prospective developer (PD), Hennepin Ventures, LLC, submitted a Brownfields Property (BP)
Application on March 30, 2020. Subsequently, on May 18, 2020, the PD was deemed eligible to
enter the North Carolina Department of Environmental Quality (NCDEQ) Brownfields Program
(the Program) and to pursue a brownfields agreement. The proposed redevelopment plan will
include a mixed -use structure consisting of multifamily space, retail space, and associated
structured parking.
ECS Southeast, LLP (ECS) and TRC Environmental Corporation (TRC) previously completed
three environmental assessment reports and one geotechnical engineering report, which included
historical environmental data research and soil, soil gas, and groundwater quality sampling and
analyses. The scope and findings of the prior assessment work includes the following:
• In 2005 during a Limited Phase II Environmental Investigation performed by TRC, two soil
quality samples, SIB-1 and SIB-2, and two groundwater samples, SB-1 and SIB-4 were
collected for analysis.
Soil samples were analyzed for Volatile Organic Compounds (VOCs) and Semi -
Volatile Organic Compounds (SVOCs) did not reveal detections; and
The groundwater sample from SB-4 which was located outside the former paint
room of the Wilson's Outdoor Equipment building, was analyzed for VOCs and
SVOCs and detected two constituents above the NCAC 2L Groundwater Quality
Standards (NC2LGWQS or 2L) as well as another constituent that did not have
a standard. Naphthalene was detected at 26 micrograms per Liter (pg/L) and the
standard is 6 pg/L. Tetrachloroethene (PCE), a common solvent, was identified
at 2.3 pg/L and the standard is 0.7 pg/L. p-Isopropyltoluene was detected at 13
pg/L and had no 2L standard. Laboratory analysis of the groundwater sample
collected from SB-1 did not report concentrations of analytes above their
respective 2L.
• In August 2019, ECS performed a Phase I Environmental Site Assessment (Phase 1) for
the subject site and reported several recognized environmental conditions (RECs).
In November 2019, ECS performed a Limited Phase II Environmental Site Assessment
(Phase 11) for the subject site. Nine soil samples and nine groundwater samples were
collected for analysis during the Phase 11.
Soil samples were analyzed for Volatile Organic Compounds (VOCs), Semi -
Volatile Organic Compounds (SVOCs), RCRA-8 Metals, and Hexavalent
Chromium (Cr VI). Laboratory analysis of several samples reported
concentrations of Cr VI, arsenic, and/or total chromium that exceeded their
respective residential and/or industrial/commercial preliminary soil remediation
goals (PSRGs).
Groundwater samples were analyzed for VOCs, SVOCs, RCRA-8 Metals, and
Cr VI. Laboratory analysis of several samples reported concentrations of PCE,
lead, barium, mercury, bis(2-ethylhexyl)phthalate, and/or total chromium that
exceeded their respective NC2LGWQS.
