Trade Street Winston-Salem, Forsyth County, North Carolina NCBP #24050-20-034 Terracon Project No. 75217006 Dear Mr. Doorn: On behalf of CCC Trade Steet LLC, the Prospective Developer (PD), Terracon Consultants, Inc. (Terracon) hereby submits this Summary Report of environmental conditions encountered during construction of the Atreaux Apartments on the Vernon Packaging Brownfields site. Background Terracon initially conducted a Phase I Environmental Site Assessment (ESA) and provided our findings, conclusions and recommendations in a report dated May 15, 2020 (Terracon Project No. 75207012). The Phase I ESA identified the following environmental concerns: REC/Site Concern Description Historical Site Use The site’s historical use for light-industrial purposes including tobacco warehousing and fresh produce distributing. Adjacent Gas Station A gas station was formerly located southeast-adjacent and up- gradient of the site. Nearby Drycleaners Drycleaners were formerly located northeast and approximately 330 feet east and up-gradient to cross-gradient relative to the site. Nearby Automotive Servicing Facilities Historical automotive servicing activities east and up-gradient of the site. Terracon also noted that undiscovered underground storage tanks (USTs) may be present at the site. Terracon subsequently conducted an environmental investigation at the site and provided our findings, conclusions and recommendations in a Brownfields Assessment Report prepared for DPJ Residential, LLC and dated April 7, 2021. The assessment was conducted in accordance with Terracon’s Brownfield’s Assessment Work Plan dated February 25, 2021 and approved by the NCBP on March 1, 2021. The assessment included the advancement of 12 soil borings (8 of which were converted to soil vapor probes), the installation of 5 permanent groundwater monitoring wells, and the collection of soil and groundwater samples. The soil samples generally did not contain reported concentrations of volatile organic compounds (VOCs) or semi-volatile organic compounds (SVOCs), but did contain Resource Conservation and Recovery Act (RCRA) metals at concentrations below North Carolina Department of Environmental Quality (NCDEQ), Inactive Hazardous Sites Branch (IHSB) Protection of Groundwater Preliminary Soil Remediation Goals (PSRGs). VOC and SVOCs in soil samples B-4@3’ and B-8@7’ were reported at concentrations generally below Protection of Groundwater PSRGs except for 1,2-dibromoethane and selenium (which were reported in soil sample B-8@7’ at concentrations exceeding the Protection of Groundwater PSRG) and arsenic (which was detected in soil sample B-8@7’ at a concentration exceeding the IHSB Residential Health Based PSRG). Neither VOCs nor SVOCs were reported in the groundwater samples at concentrations exceeding 15A NCAC 2L Groundwater Quality Standards (2L Standards). Chromium was reported in two of the groundwater samples at concentrations exceeding the 2L Standards. As described in the Brownfields Assessment Work Plan, soil vapor samples were not collected or analyzed at that time because VOCs were not detected in the groundwater samples at concentrations exceeding the 2L Standards. Because the planned use of the site included residential development, and based on the emerging use and interpretation of soil vapor survey data, the DCBP subsequently requested that soil vapor sampling be conducted at the site in accordance with Terracon’s work plan. As described in Terracon’s Soil Vapor Sampling Report dated June 23, 2021, soil vapor samples collected from the 8 sampling probes were reported to contain multiple VOC constituents, mostly at concentrations well below applicable North Carolina Division of Waste Management (DWM), Residential Vapor Intrusion Screening Levels. Chloromethane was detected in 4 of the vapor samples at concentrations exceeding the DWM Residential Vapor Intrusion Screening Levels. The NCDEQ Risk Calculator indicated that the carcinogenic and hazard index risk values were not exceeded for site residents, non-residential workers, constructions workers or recreators/trespassers. Summary Report Vernon Packaging ■ Winston-Salem, NC August 30, 2022 ■ Terracon Project No. 75217006 Responsive ■ Resourceful ■ Reliable 3 Terracon subsequently prepared an Environmental Management Plan (EMP) that was signed by the North Carolina Brownfields Program (NCBP) on June 30, 2021 and by Terracon and the PD on July 12, 2021. The EMP identified known or suspected contaminants in on-site soil, groundwater, sediment, surface water and soil vapor that could have originated from historical on- and off-site sources. Constituents of concern generally consisted of VOCs, SVOCs, and RCRA metals plus hexavalent chrome. The EMP contained guidelines for importing and exporting soils or other materials from the site, and for responding to the discovery of environmentally impacted medium during the construction process. Environmental Conditions During Construction The construction activities did not encounter obvious evidence of impacted soils or other environmental media. USTs were not discovered during building demolition or site grading. Waste soils were not exported from the site. As described in the EMP, a vapor intrusion mitigation system was not installed beneath the apartment buildings. Recent photographs of the apartment building are attached. Fill soils were imported to the site in accordance with Terracon’s Soil Import Request and Soil Characterization Work Plan dated October 15, 2021 and approved by the NCBP on December 14, 2021. The soils were obtained from the Vulcan Forsyth East Quarry at 2868 NC Highway 66S in Kernersville, NC. The fill soils were reportedly used to backfill a retaining wall.
