OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility consists of a Notified Yard Waste Facility approved for the collection of yard trash only as
described in the approved Yard Waste Notification Facility Renewal Form.
2. A gate was located at the entrance to the facility to prevent unauthorized access.

3. The access road was of all-weather construction and well maintained.
4. No unacceptable waste streams were observed.
5. This site is a temporary holding site for leaves and yard waste that are picked up by the City of Salisbury.
6. Leaves are brought to the site, placed in windrows and passively compost until transported to the permitted
Salisbury Grants Creek Composting Facility, Wallace Farms and Rowan County Landfill.
7. A 25' to 30' access roadway on the backside of the windrows is maintained to allow firefighter equipment
access.
8. Yard waste is ground quarterly by Hensons, Inc. and the mulch is transported to the permitted Salisbury Grants
Creek Composting Facility.
9. No ponding was observed on -site.
10. No objectionable odors were observed on -site.
11. The site is in compliance with all buffer requirements
12. This facility does not compost so no temperature records are kept.
13. The working area of the site is less than two (2) acres.
