ADDITIONAL COMMENTS: 01 - This facility has required signage and has locking gates at the entrance. 02 - The access roads are of all-weather construction. 03 - Waste is being transported to WM-Atlantic Waste Disposal Landfill in Waverly Va. or transported to East Carolina Regional Landfill (permit# 08-03) in Aulander, Bertie Co. 04 - The tipping floor was clean during this inspection.
05 - Leachate system looks good. Leachate drains were clean during this inspection.
06 - No Windblown trash was noted at this facility during this inspection. 07 - Screening records were available and reviewed and found to be up to date. Just for a reminder, New Rule effective 1/2021:
15A NCAC 13B .0405 OPERATIONAL REQUIREMENTS; (8) Waste Screening. Sites shall comply with the following waste screening requirements: (A) Site personnel shall screen incoming loads weekly at a rate of no less than five percent of the average daily waste tonnage reported in the site's annual report for the previous year. 08 - The trailer loading bay was free of waste and clean during operating hours.
09 - Scrap metal is pulled from the waste stream at this facility and is placed into containers for recycling. 10 - Operating hours for this facility are: Monday – Friday, 8am to 4:30pm and Saturday, 8am to 12pm.
11 - The LOS Permit to Operate was issued 1/22/2020 and expires 6/14/2054.
12 - Permit and operations plan were available but not reviewed.
13 - Leachate tanks have some storage, but removal is needed soon in one. Discussed with Ms. Janice Brown. 14 - Scale tickets were reviewed during this inspection and has required information.
15 - Facility Certified Transfer Station Operations Specialist and 1 MOLO: Janice V. Brown – expires October 19, 2022
Rick O. Holley – expires August 28, 2024 Carl Swain, expires – November 03, 2024 Clinton Mercer, expires October 19, 2022 Brad Gardner, MOLO, expires September 15, 2023 16 - Trailer # 301 was loaded and found to be leaking. Containers were placed under the leaks to capture the leachate. Please remove this trailer from service until repaired.
17 - This facility has a total of 10 trailers for hauling MSW.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
