The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. Mr. Powell met with Mr. Steve Waters, of Barnhill Contracting, to inspect the site. The purpose of this site visit
was to conduct a comprehensive inspection. Site is gated and has all weather road access with signage. Site is rarely used. Mr. Waters indicated he didn’t think any waste was brought to this LCID in the past year. Road cones/barrels are used to control traffic for disposal dumping. Signage needs updating to have emergency contact information/number. Permit Attachment 3, Part I, (2) - A sign shall be posted at the site entrance showing the site contact's name and phone number, the permit number, emergency contact information, and the waste types accepted for disposal at the site. Traffic signs or markers must be provided as necessary to promote an orderly traffic pattern to and from the discharge area and to maintain efficient operating conditions.
Entrance, gate and signage (Need emergency contact info) 2. Current access road, if maintained properly, should continue to meet rule requirement. Access road was added around current cells, per new rules, but needs mowing. Be sure to ensure its of all-weather construction and maintained accordingly. 15A NCAC 13B .0564 (7) The site shall establish and maintain an access road around the waste boundary
for access by emergency or fire-fighting vehicles and equipment. 15A NCAC 13B .0566 (7) - Access roads shall be of all-weather construction and shall be maintained to allow access by vehicles transporting waste, Department staff, and fire-fighting vehicles.

Side slopes and perimeter road, needs mowing. 3. Slopes looks good. No unacceptable waste was observed at the time of this inspection. Edge of waste markers were clearly visible. Waste in older cells seemed covered well and no standing water. Good job.

4. Vegetation established on LCID, looks good. Site needs mowing soon so that shrubs and trees don’t return.
