PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: Corrected OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS: 01 - Life of Site Permit issued April 08, 2018. 02 - Facility has a locking gate and fencing for security. Entrance signage has required information. Traffic signs have been installed. 03 - Roads are constructed of all-weather construction. 04 - New Landfill signs have been installed and looks good. Some Edge of Waste Markers still needs to be replaced. Please install Permanent Edge of waste markers. Has temporary signage currently for Edge of Waste. 05 - This facility has 5 Certified Landfill Operators: Justin Harrison, expires 9/27/2022 (in recertification class the day of inspection), Johnny Roscoe, expires 12/6/2024, Kimley Brown, expires 9/27/2025, William Brown, expires 8/21/2023 and Ronald Brownfield, expires 10/19/2025. 06 - Incoming load receipts have required information. 07 - Screening records were reviewed and up to date. See attached rejected load. 08 - Cover records were reviewed. 09 - Groundwater sampling results reviewed. Dated 10/4/2021. 10 - A new borrow pit is being worked on for cover material and clay for the new cell of this C&DLF. 11 - The working face is slightly better than the last inspection. 12 - Non-conforming waste was not an issue at the C&DLF working face. 13 - Windblown trash was not an issue during this inspection. However, could not see well due to vegetation height. 14 - Facility needs to mow the C&D Landfill. PTO shaft broken on mower. Part received on 8/29/2022. 15 - The storm water samples were not reviewed during this inspection. 16 - Monitoring Wells were locked and tagged with construction information. Records not reviewed during this inspection. 17 - Scrap tires are being laced into a covered box trailer. 18 - White Goods had 2 refrigerators not upright. See attached photo. 19 - Scrap metal area is being managed well. 20 - Electronics are being managed well. 21 - Digital pictures were taken during this inspection. Some attached to this report.
