STATUS OF PERMIT:
Latest yard waste notification received on July 24, 2019. The Yard Waste Notification must be submitted by June 1 St, on
an annual basis. The Yard Waste Notification shall be submitted immediately so that the yard waste facility will be
in compliance.

None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. The access road to the facility is being managed properly at this time.
2. Permanent, clearly visible edge of waste markers must be established at the site, showing the less than two -
acre operation area. Ensure that all materials are within the operation area.
3. 15A NCAC 13B .1406 (6), "A site shall only accept those solid wastes that it is permitted to receive." During
this inspection, several pieces of unacceptable wastes (i.e. plastic bags, plastic bottles, plastic plant pots) were
observed within the limb pile and the leaf pile. The unacceptable wastes need to be removed from the facility
and properly disposed of.
4. Tree limbs and branches are chipped on -site. Leaf material is ground by the leaf pickup machine. The chipped
debris and ground leaves are stored in separate windrows to break down. The chipped debris and ground leaves are
then mixed and used as mulch. In accordance with 15A NCAC 13B .1406 (10)(b), ensure that temperatures are
being taken so that the ground yard waste meets the pathogen reduction criteria. During a conversation after
the inspection with Lindberg Harlow, Weldon Public Works Supervisor, he stated that he does take temperatures,
but he needs to be more consistent with the taking of the temperature.
5. The site should be mowed to allow for the proper inspection of the entire operational area.
6. A low area that was holding water was observed near the center of the southern side of the limb windrow. The
entire yard waste area should be graded so that water is shed away from the windrows.
7. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days of receipt of this report. The Solid Waste Section will conduct a follow-up
inspection in 30 days to ensure issues noted in this inspection report have been addressed.
