Land Clearing & Inert Debris (LCID) Landfill Notification No. N1066 issued on May 29, 2012. PURPOSE OF SITE VISIT: Comprehensive Facility Inspection. STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. Pagel of 3 NORTH CARnLINAD_E Q�� OepaNnent W Environnnnbl puel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS Note: LCID Landfill Notification N1066 was filed for recordation in the McDowell County Register of Deeds Office on May 15, 2012 (Book CRP 1071, Pages 194-202). LCID Landfill N1066 is located on Parcel ID 063700282000 in McDowell County. 1. On -site August 9, 2022, to inspect the LCID Landfill. Post -inspection, Mr. Riddle contacted Mr. Craig to discuss the site inspection and current site operations. 2. Site access is controlled by a lockable gate and is located off Cell Tower Road in Old Fort, NC. Site signage was posted adjacent to Cell Tower Road. Continue to maintain site signage as necessary. 3. Site access roads appeared to be maintained during this inspection. Continue to maintain access roads as necessary. 4. During this inspection, the site appeared to meet all minimum buffer requirements. 5. During this inspection, the facility disposal area appeared to be under 2 acres in size. 6. During this inspection, no unpermitted waste was observed on the working face or slopes of the LCID landfill. A small pile of segregated waste (flexible plastic piping) was observed on -site near the soil borrow area. As discussed with Mr. Craig post -inspection, this material was removed from a recent load delivered to the site and would be disposed of properly. As also discussed, post -inspection, continue all waste screening efforts at the site. 7. Continue to ensure solid waste accepted at the facility is restricted to the smallest area feasible and compacted as densely as practical into cells. 8. Soil cover appeared to be maintained at the site. As discussed, post -inspection, continue to ensure adequate soil cover is applied monthly or when the active area reaches one acre in size, whichever occurs first. 9. Continue to maintain erosion control measures at the site including ditch lines, rip -rap channels, diversion berms, and vegetative ground cover as necessary. 10. During this inspection, surface water appeared to be diverted from the working face. 11. Since the previous inspection, Mr. Craig has been in contact with the Section regarding obtaining a permit for the LCID site. On October 8, 2021, Mr. Craig was emailed a copy of the Section's Readopted Rules and Regulatory Requirements for Notified LCID Landfills letter. Also, post -inspection, Mr. Craig discussed potential areas for site expansion on the property and stated he had secured the services of a private engineer for certification and submittal of a permit application for continued operations at the site. 12. Temporary Disaster Debris Site DS-56-005 is also located on this parcel.
