The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
The facility is a transfer station owned by Waste Management of the Carolinas, Inc, and is permitted to receive municipal solid waste, construction demolition debris wastes, and single stream recoverable or recyclable material generated in the counties of Alamance, Anson, Chatham, Cumberland, Durham, Harnett, Hoke,
Johnston, Lee, Moore, Orange, Richmond, Randolph, Sampson, Scotland, and Wake. Stella Environmental Services operates the transfer station which process up to 400 tons of MSW per day. Processed MSW is transported to Great Oak Landfill (Permit# 7607-MWSLF-2015) in Randleman, NC. 1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday through Friday from 7:30 am until 4:00 pm. The facility is closed on Saturday and Sunday. 4. The facility permit and operations plan were available and reviewed with operations staff. Ensure the most recent facility permit (issued 5/7/2019) is accessible on-site and that NCDEQ representative contact information is updated within the operations plan. 5. Waste screening reports were verified up to 8/3/22. 6. The following are facility certified personnel: a) Frankie Durham, Certified Transfer Station Operations Specialist, TS-2004023, exp. 8/31/2022
b) Steven Tyson, Certified Transfer Station Operations Specialist, TS-2016041, exp. 5/25/2022 7. During this inspection, leachate was observed actively leaking from a transfer trailer in the gravel staging area. Also, multiple areas of stained soil suggest additional transfer trailer leaks had previously occurred. Ensure all transfer trailers are inspected for deficiencies and repaired as needed. Any impacted soils should be excavated and disposed of properly and subsurface soils evaluated as necessary. 8. During this inspection, a low-lying area adjacent to the rear of the transfer trailer loading bay was retaining leachate and MSW. It is recommended that this area be redesigned or regraded to direct leachate back into the transfer trailer loading bay collection system to prevent a potential leachate release. It was stated that the operator was waiting on a concrete contractor to replace the blocks with solid walls and will look into reworking the concrete area for better containment and to allow for positive drainage of accumulating liquids back into the collection system. 9. Facility grounds were relatively clean and free of windblown waste. Good job! Some windblown waste was observed against the outer perimeter fence southeast of the transfer station building. 10. A charged fire extinguisher and a working firehose were available for fire protection.
11. As noted in the June 22, 2021, TS Site Assessment Report, irregularities were observed in the concrete apron leading up to the tipping floor, causing leachate to collect in these damaged areas. The concrete portion of the push wall adjoining the tipping floor is damaged and rebar is exposed. The concrete bollard and adjacent concrete pad located at the entrance to the transfer trailer loading bay was also damaged. It is recommended that these areas be evaluated and repaired as necessary.
12. Leachate was observed ponding in the transfer trailer loading bay and on top of the leachate drains and could be attributable to clogged leachate drains. A leachate drainage channel leading from the transfer station driveway to the transfer trailer loading bay was obstructed by grass and sediment. Ensure leachate drains and drainage channels are kept free of debris and cleaned as frequently as needed to ensure proper flow to the collection system.
