with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is gated with proper signage. The facility access road is constructed with all-weather materials and was in good condition. Site was clean with no odors or windblown waste. Good job. DS83-003, located just SE of the transfer station in the open area, was clean and clear during inspection. TDDS is NOT activated at
this time.

2. SWS staff reviewed records back to 3/2022; Random waste screening records, station wash down records, monthly waste volumes for all types, scrap tire forms, groundwater sampling report for 9/2021 but submitted 6/2022, methane sampling for 3/2022 and 6/2022, septic hauler of leachate records, yard waste tonnages, rainfall records, safety meeting records, TS assessment report and CDLF cover logs. Facility had newest copies of permits available onsite as well. Certified operators’ certifications were also available in office.
Facility staff that have completed operator training: Bryant Higgins MOLO exp. June 15, 2022; Willie Hunt
exp. November 16, 2022 TRAN and October 28, 2023; William Lash exp. June 13, 2022 MOLO. David Cooper exp. March 8, 2025 LAND and March 9, 2025 TRAN; Not all certificates were viewed during inspection.

3. This facility is permitted to receive non-hazardous solid waste generated from North Carolina only.

4. Tipping floor had waste being processed during inspection. Structure seemed to be in good shape, including tin siding and roofing. What was viewable of floor and push walls, during operating hours, seemed in decent condition. A structural beam has been replaced recently, up front on right side since last visit. Be sure and begin washing remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. (Rule Reference 15A NCAC 13B .0405 (a) (11)).

5. Previously in last inspection, only one fire extinguisher was visible during inspection, and it was hung from edge of wall of tipping floor structure. Today’s inspection confirmed an additional extinguisher on the other station wall. Upon discussion with Mr. Lash later, he also noted that there are fire extinguishers on the equipment and the trucks. Good job. County uses a hydro seeder with a large tank, and they also have a roll off capable tank of 2500 gallons that they can use by filling with a water hydrant nearby. The only other options for having water at the station would be to run a water line a very long way or put down a well. This is an issue mentioned as needing to be addressed in the Transfer Station Assessment Report/Comments.

6. All scrap tires received at this facility are transported to Central Carolina. Two 18-wheeler trailers are used onsite for tires, provided by Central Carolina Tire.

7. The leachate is pumped by septic hauler about once every few months now and then is transported to the City of
Laurinburg’s wastewater treatment plant. Leachate tanks were last pumped on 7/29/2022.

8. Trailer storage area was in good shape. A few small leaks in a trailer with leachate collection tanks under it. Good job. Be sure and address any leaks before driving down highway and causing leachate discharge and or traffic violations on highway.

9. Trailer loading bay was clean, and drain was clear of trash from clogging it. Good job.

10. There were many landfills gas and water monitoring wells inspected surrounding the facilities at Scotland County site. GP6, LFG8, MW3, MW6, MW4, LFG5, and GP3 were visited. Names, with information plates and locks were visible on all except GP3. Mr. Lash took notes and will have someone address the name place/info that should be on the housing. Good job. Be sure to keep a check on this. Sometimes someone, who does sampling, forgets and they leave it unlocked or a mower may hit it and damage the construction.

11. I don’t think we have received a response yet. If not, be sure and follow up on Transfer Station Assessment report comments and requirements, deadline is approaching, by September 07, 2022.
