ADDITIONAL COMMENTS
On August 10, 2022 Chuck Kirchner and Robert Pike met with Carolyn Hinshaw and son, Eric Hinshaw, along with contractor Gordon Pike, by request, to conduct a pre-closure inspection of the Hinshaw LCID Landfill located at 4337 S. HWY 49 in Burlington, Alamance County.
1. The Hinshaw’s LCID Landfill is a notified land clearing and inert debris (LCID) landfill.
2. Mike Hinshaw passed away on July 1, 2022.
3. Mrs. Hinshaw requested a meeting on July 22, 2022 to discuss closure requirements for the LCID landfill.
4. The LCID landfill is < 2 acres.
5. The landfill boundary is required to be designated. EOW is designated by orange PVC [vertical] pipe.
Ensure boundary markers are in line of sight and maintained as needed.
6. Mr. Hinshaw had previously discussed expanding the landfill in a small area on the east side of the landfill. This area has not been filled.
7. The landfill still appears to be within the 2-acre footprint.
8. The LCID landfill was open to the public.
9. All remaining LCID material shall be covered with no less than one foot of suitable soil sloped to direct the flow of water from the landfill per 15A NCAC 13B .0567 (b)(1)(A). 10. Stabilize the cover with vegetative ground cover or other stabilizing material. 11. Upon completion of covering the LCID landfill, dig eight random holes into the landfill cap to demonstrate the depth of cover over the landfill. Contact this office upon completion of the holes and the Section will come out and verify the depth of cover. 12. After the depth of the landfill cap has been verified, the landfill permit will be closed upon permanent stabilization of the landfill cap with a permanent vegetative cover.
13. OK to keep some logs designated for firewood currently located south of the landfill.
14. There was no indication of erosion or runoff observed during this inspection.
15. Hinshaw’s LCID landfill is also a temporary disaster debris staging site (TDSR). The TDSR number is: DS01-014.
16. The TDSR has not been activated since 2014 and most likely will not be utilized in the future.
17. The following are Post-Closure Care Requirements per 15A NCAC 13B .0567 (c):
a. Following closure of the site, the owner or operator shall conduct post-closure care in
accordance with the closure and post-closure care plan incorporated into the permit and the following requirements: i. maintenance of the cap system, including making repairs to the cover to correct the effects of settlement, subsidence, erosion, or other events, and preventing surface water
run-on and run-off from eroding or otherwise damaging the cap system;
ii. maintenance of the vegetative cover of the cap, and ensuring that trees and other woody vegetation do not become established on the cap; iii. maintenance of vehicle and fire-fighting lanes to allow access to the entire waste boundary of the site;
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

b. any additional actions that the Division may request in writing if the Division determines that the actions are necessary to correct any condition that may be injurious to the public health or a nuisance to the community. In making this determination, the Division shall consider the
compliance history of the site, the circumstances and use of properties adjacent to the site, the
use of groundwater and surface water downgradient of the site, and any groundwater, surface water, and explosive gas monitoring results. c. Property lines shall not be altered to result in reduction of the buffer areas set forth in Rule .0564(6) of this Section or stated in the site notification.
d. The buffer areas set forth in Rule .0564(6) of this Section or stated in the site permit shall not
be developed or utilized for residential, commercial, industrial, or institutional purposes, including above-ground or below-ground construction or improvements such as utilities, roads, parking lots, and sidewalks.
18. The Post-closure care shall be conducted for 10 years.
19. The facility has an all-weather access road.
20. The facility is secured by a steel cable with a lock.
21. The facility is monitored by video.
22. The facility has proper signage.
