The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. This facility processes raw timber into rolled and baled paper.
2. The landfill is for process waste consisting of boiler ash, wood waste, primary/secondary sludge
from the onsite process WWTF, chemical recovery by-products, and ancillary operations waste
streams (tank sediment and C&D waste from local I.P. facilities); no MSW or public use. CCI, the
asbestos contractor for the facility, disposes of asbestos, which is handled as required.
3. MSW goes to the Sampson County landfill.
4. The days and hours of normal landfill operation are as follows (and may be open at other times as required
to accommodate mill schedules): Monday - Friday 7:30 AM – 4:00 PM
5. All roads are of all-weather construction.
6. Since the landfill is situated on Mill-owned property and privately owned, signage may be limited to the
entrance of active landfill cells. Signage clearly state that the landfill is private property with limited
and controlled access are posted. Signs providing information on normal operation dates/hours, the permit
number, and other pertinent information are posted at the landfill entrances. Additional signage, barriers,
traffic cones, etc. are placed to promote safe access and egress to and from active cells/landfilling areas as needed.

8. No unapproved waste was noted.
9. There were no problems noted regarding leachate handling. Leachate is treated onsite and discharged to the Cape
Fear River as regulated by their NPDES permit, administered by the NC Division of Water Resources.
10. There was no visible ponding of water over waste.
11. Good vegetation established on closed landfill.
12. Continue to keep vegetation properly mowed to allow for routine inspections and address any issues noted as
soon as practical after detection to reduce or eliminate potential compliance issues.
