Dear Ms. Smyth:
The Solid Waste Section (Section) has completed a review of the General Blasting Plan for Davidson
County MSW Landfill Phase 2, Area 2 – Cell 2 (DIN 25934) submitted via email to Mr. Perry Sugg
(Section Hydrogeologist) on April 8, 2016. The plan was prepared by National Quarry Service Inc.
and was submitted on behalf of Davidson County by Ms. Joan Smith and Mr. Pieter Scheer of
Smith Gardner Inc. Blasting was previously required for adjacent Cell 1 in 2013-14 and exposed
rock is present in a portion of Area 2-Cell 2 footprint. Smith-Gardner estimates an approximately
20,000 cubic yards of rock will require removal for construction of Cell 2. Further investigation is
planned in the coming weeks to acquire better detail on the existing rock presence in this area.
The General Rock Blasting Plan is approved by the Section as described, with the following
conditions:
Water level measurements will be collected in monitoring wells MW-2, MW-10s, and MW-10d
immediately prior to and immediately after any blasting activities; at weekly intervals during blasting
period; and 1 week after all blasting is completed.
The owner, or representative, will notify the Section Engineer or Permitting Hydrogeologist of the
blasting schedule at least one week in advance of commencement of blasting.
Within 30 of completion of all blasting activities, a Blasting Results Report will be submitted to the
Section. The report will document all activities including, but not limited to, water level
measurements, final volumes removed, and top of resulting top of rock elevations.
The final Blasting Results Report shall also be included in the final CQA report.

If any significant changes to the planned rock blasting activities are made after further investigation,
notify the Section for further review and, if warranted, approval.
