Phase 2 Area 2 Cell 2 Construction - Rock Removal
Contractor’s General Blasting Plan
Dear Mr. Sugg:
On behalf of Davidson County, Smith Gardner, Inc. (S+G) is submitting the attached general
blasting plan for construction of Phase 2 Area 2 Cell 2 of the County’s MSW landfill. This
plan was prepared by National Quarry Service, Inc. (NQS) who will be performing anticipated
blasting activities for the general contractor, Shamrock Environmental Corp. (Shamrock)
who is under contract with the County.
Based on the blasting previously required to construct Area 2 Cell 1 (2013-14) as well as the
exposed rock observed at present in the northern portion of the Area 2 Cell 2 footprint (see
attached figure with approximate area highlighted), S+G anticipates that up to approximately
20,000 CY of rock will require removal for construction of Cell 2. Shamrock is currently
initiating site activities and we anticipate having additional information on the existing rock in
the next couple of weeks.
The drill hole pattern, charge weights, and delays will be selected to minimize the amount of
energy which may impact the underlying rock. Peak particle velocities at blast monitoring
locations are anticipated to be < 1 inch/sec., which is a requirement of the project
specifications.
During the actual blasting, monitoring using a seismograph is anticipated at three locations.
Depending on the determined location(s) of the rock these locations may vary. However,
based on the anticipated location of the rock shown on the attached figure, we anticipate one
seismograph located adjacent to the nearest monitoring wells (MW-10S/MW-10D - labeled
as PZ37S/PZ-37D on the attached figure); one along the edge of Area 2 Cell 1, and one
adjacent to the leachate storage tank facility. These are the closest locations that may be
affected by the blasting.
Documentation of blasting activities (including monitoring results) will be prepared by S+G
and submitted to the Solid Waste Section within 30 days of the rock removal. This
documentation, which will include observations of the excavation by S+G staff and an
evaluation by a licensed geologist, will also be placed in the construction quality assurance
(CQA) report for the project.

The drilling and blasting activities are anticipated to begin in the near future. Once the
location of the rock is further assessed and we have additional information on the blasting
activities, we will forward that to you for review. In the meantime, should you have any
