ADDITIONAL COMMENTS
1. This facility is permitted as a land clearing and inert debris treatment and processing facility to receive land clearing debris, untreated and unpainted wood waste, uncontaminated wood pallets, and uncontaminated soil. The facility does not accept or process inert debris at this site. Composting is not a permitted operation at this site. 2. The facility’s Permit to Operate and approved Operations Plan are maintained at the office located next to the site. 3. The Facility 2021-22 Facility Annual Report indicated that the facility accepted a total of 110.70 tons during the reporting period. 4. The facility is secured through berms, perimeter fencing, and large concrete blocks. Concrete blocks along with a locking gate are used to secure the facility entrance after business hours.
5. Proper signage with all required information was observed inside the facility entrance. 6. The site appeared to be clean and well maintained. No windblown litter was observed. 7. The facility roadway is of all-weather construction and was found to be in good condition.
8. All required buffers appeared to be met. 9. The facility continues to not accept any wood waste from the public, only receiving waste from Lowder land clearing sites. As a result, wood waste stockpiles were low at the time of inspection. The stockpile was observed
to be free from unacceptable material. 10. Only one windrow of processed wood waste material was observed on site. Mr. Cole stated that he checks the temperatures and turns the pile to minimize the potential for fire and to ensure composting does not take place. 11. Mr. Cole stated that wood waste in contracted to be ground annually and that the last grinding operation occurred in December 2021. 12. The operations area is designed to direct stormwater runoff to two check dams located along the western side of the facility. Both check dams and the drainage areas leading to them appeared to be in good condition. No 13. evidence of erosion was noted in the operations area or along the creek. No low spots or areas of ponding water were identified at the facility.
14. Mr. Cole stated that, since the demand for processed wood waste had dropped off severely, focus has been shifted to soil. Stockpiles of clean soil were observed on site. Cole explained that material from the bottom of the windrows is collected and added to the dirt stockpiles prior to screening to help enrich the quality of the soil. He added that topsoil ad soil amendment products are also offered for sale onsite.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
