STATUS OF PERMIT:
Permit to Construct and Operate issued January 30, 2019 – Expires June 28, 2023 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos included in this report were taken by Robert Pike on July 26, 2022 during the inspection. 2. The facility is a land clearing and inert debris (LCID) landfill. The facility permit also includes the treatment
and processing of used concrete and clean wood waste. 3. The permit renewal issued January 30, 2019 includes a 5.56 acre expansion of the landfill disposal area. A written construction certification and as-built survey drawings for the expansion area must be provided to and approved by the Solid Waste Section before any waste may be placed in this 5.56 acres. Roadways are of all-weather construction and were observed to be in good condition throughout the site. 5. The current facility permit and site plan were reviewed and are kept in a building located next to the main facility building. 6. Monthly soil cover logs were viewed and are kept in the main building located West of the facility entrance. 7. Permanent edge-of-waste markers were observed around the perimeter of the facility.
8. The site is secured by means of a gate that is kept locked when the facility is not open to the public. 9. Appropriate signage was observed. Two new signs have been attached to the facility’s gates along with the previously installed sign located in the right-of-way.
10. Mr. Phillips verified that the facility operations were still confined to the original 3.32-acre landfill footprint. 11. Stockpiles of clean soil and ground wood waste were observed on the western side of the tipping floor to be used to maintain facility roadways during rain events.
12. The tipping area was located on the top of the working face and was large enough to ensure adequate room for vehicles to maneuver. 13. The landfill side slopes were observed to be almost vertical and uncovered. Mr. Phillips stated that the slopes would be re-graded and compacted when the monthly cover was applied. Please ensure that the landfill slopes are reshaped and maintained at a grade no steeper than 3:1 as required by 15A NCAC 13B .0566(2). 14. Inert debris processing currently takes place in the Southeastern end of the facility. Mr. Phillips discussed the plans on moving the inert debris area to the northern side of the facility. Stockpiles of crush concrete, unprocessed concrete, and asphalt were observed. No unacceptable waste was observed. 15. The sediment basin and ditch lines were observed and were in good condition. No standing water was observed on site during the inspection. 16. A waste receptacle was located on site near the facility office. Mr. Phillips stated that any unapproved waste
was placed in the container and then hauled off when the container was full.
