The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos included in this report were taken by Robert Pike on August 9, 2022, during the inspection.
2. The site contains a large Type 1 compost facility that is permitted to accept land clearing debris and clean, untreated wood waste. The compost created onsite is offered to Reidsville City residents. 3. Wood grinding is permitted at this facility and takes place annually. Mr. French stated that a third party grinds the wood waste and takes the grided wood off site with them. 4. The facility also serves as an approved temporary disaster relief site. Please notify the Solid Waste Section before opening the disaster debris storage for use. 5. The permit to operate, approved operation plans, temperature logs, and storm water permit are available for review upon request at the solid waste decision office. 6. The 2021-22 Facility Annual Report was reviewed. The report indicates that 600 tons of clean wood waste and 513 tons of leaves were processed. The temperature logs included with the annual report indicated that the compost achieved the minimum temperature standard of 131° F for at least 3 consecutive days.
7. The city of Reidsville collects brush and yard waste curbside with vegetative waste is brought to the facility by city trucks. No residents or outside contractors are permitted to drop off material at the site. 8. The site is secured by fencing and an electronic gate. The facility is only open to the public on specific days when compost is being distributed. During these times city staff is onsite to help and direct the public. 9. Proper signage was observed at the entry gate. 10. The site was observed to be clean and well organized with no windblown litter observed.
11. Roadways were of all weather construction and were observed to be in good condition. 12. Compost windrows are laid out into 10 windrows that appeared to be well tended and maintained. Adequate fire lanes are set up to provide easy emergency access. 13. Brush and land clearing waste is stockpiled in the northwest corner of the site. No unacceptable waste was observed on site. 14. Mr. French stated that wood waste is sorted on site upon arrival if any unacceptable waste is discovered it is placed in containers and transported to the Reidsville transfer station.
