Based on the following information, it has been determined that the above referenced
site, whose intended use is for no uses other than multi -family residential, single family
rental home, short-term rental home, assisted living facility, retail, restaurant, beverage or
food production facility, office, educational space, recreation, open space, and with prior
written DEQ approval, other commercial uses, can be made suitable for such uses.
Introduction:
The Brownfields Property began under two separate Brownfields Property Applications
(BPAs): Rocky Mount Villas (BF # 18013-14-064) and Rocky Mount Mills (BF # 20025-
16-064). The projects were later merged under Rocky Mount Mills (BF # 20025-16-064)
because the properties were contiguous and managed by the same co -Prospective
Developers (PD).
The Brownfields Property is located along and south of the Tar River in Rocky Mount,
NC and is very large with residential and nonresidential components. It is comprised of
106 parcels totaling approximately 94.62 acres. The site is divided into six areas based on
its operational history and proposed reuse for the purposes of evaluating environmental
risk for the Brownfields Agreement: Area A (Rocky Mount Mill), Area B (Mill Village),
Area C (Burlington Industries), Area D (Commercial Center), Area E (Assisted Living
Facility), and Area F (Warehouse and Storage). The addresses and Nash County Tax
Parcel Identification Numbers (PINS) for each parcel within each of the six areas are
listed in Exhibit 3 to the Brownfields Agreement (attached).
The co-PDs are Rocky Mount Mill, LLC, a North Carolina limited liability company, and
Rocky Mount Village, LLC, a North Carolina limited liability company, which are
affiliated real estate development companies headquartered at 2619 Western Boulevard,
Raleigh, NC 27606. The Manager of these companies is Capitol Broadcasting Company,
Inc., of the same address, and its Senior Vice President is Michael Goodmon, also of the
same address.
Redevelopment Plans:
Area A (Rocky Mount Mill)

The PD entity Rocky Mount Mill, LLC redeveloped Area A (Rocky Mount Mill) into a
mix of multi -family residential units, retail, brewery, and educational uses. Tenants
include the retail shop, Goat Island Bottle Shop, the restaurants The Tipsy Tomato, TBD
West: Tacos & Taproom, Tap 1918, Books and Beans, and The Prime Smokehouse:
Barbecue & Beyond, a brewery incubator, offices, and educational space for Nash
County Community College. Rocky Mount Mill, LLC requested to add recreational and
other commercial uses in Area A (Rocky Mount Mill) in an email to the Brownfields
Program dated September 27, 2021.
Redevelopment work at the former mill site began prior to entry into the Brownfields
Program, but it was found to not unfavorably affect their eligibility. Any work conducted
after June 26, 2017 was performed under a DEQ-approved Environmental Management
Plan (EMP) dated April 26, 2017. Redevelopment may include the closure of a portion
of River Drive between Peachtree Street and Falls Road.
Area B (Mill Village)
The PD entity Rocky Mount Village, LLC intends to redevelop Area B (Mill Village)
with a mix of single-family rental homes, short-term rental homes, retail, brewery, and
office uses. Some redevelopment has already occurred under a DEQ-approved EMP
dated April 26, 2017. Since 2014, historic mill village houses and other parcels have
already been redeveloped into the River & Twine Guest House, River & Twine Tiny
House Hotel, Koi Pond Brewing Company, and offices for Evolve Optical and Nash
County Travel & Tourism. Redevelopment of the remaining parcels is ongoing.
Area C (Burlington Industries)
The PD entity Rocky Mount Village, LLC and the follow-on owner RM Commercial,
LLC intend to redevelop Area C (Burlington Industries) with a mix of multi -family
residential, retail, restaurant, and community center uses, as specified in the BPA dated
March 27, 2014, and as relayed to the Brownfields Program in the Fall of 2020. Specific
redevelopment plans are not known at this time, however some of the original mill
buildings will be retained and others will be demolished. Based on documented
contaminants from the past textile mill history in this area of the Brownfields Property, a
vapor intrusion mitigation system (VIMS) will be required as part of the redevelopment.
Area D (Commercial Center)
Redevelopment plans for Area D (Commercial Center) are not known at this time. Based
on documented contaminants from historical dry cleaning and nearby gasoline station
sites, a VIMS will be required as part of the redevelopment.
Area E (Assisted Living Facility)
The follow-on owner Nash Propco, LLC intends to redevelop Area E (Assisted Living
Facility) into an assisted living facility with a slab -on -grade foundation and a surface
parking lot. This area of the Brownfields Property included a former rock quarry and
disposal area. During site investigations in Spring and Summer 2021, concrete debris was
found in the northwestern portion of Area E (Assisted Living Facility), but there were no
observed organic or domestic debris as had been previously reported. Area E (Assisted

Living Facility) is located downgradient of the former Burlington Industries site (Area C)
with known groundwater volatile contaminants. Construction activities began in May
2021 under a DEQ-approved EMP dated May 19, 2021. Per the EMP, a VIMS was not
required; however, the follow-on owner Nash Propco, LLC will be installing a 16-mil
Class A vapor barrier as a passive mitigation measure.
Area F (Warehouse and Storage)
Redevelopment plans for Area F (Warehouse and Storage) are not known at this time.
Assessment in the proposed footprint of future buildings should be conducted to confirm
whether a VIMS or other remedial action should be employed in this area.
Site History:
Area A (Rocky Mount Mill)
Area A (Rocky Mount Mill) is comprised of five parcels with the addresses and PINs
identified on Exhibit 3 to the Brownfields Agreement (attached). It is located along the
Tar River and was originally developed in 1807 as a grist mill; a saw mill and cotton gin
were added to the site shortly thereafter. Cotton mill operations began in the early to mid-
1800s and continued through 1996, making Rocky Mount Mill the second oldest and
longest continuously running cotton mill in North Carolina. Rocky Mount Mill primarily
manufactured yarn, and historical operations included spinning, spooling, carding, and
twisting of yarn. The other structures within the mill complex changed over time, but
they generally included sheds, warehouses, offices, residences, machine shops, boiler
rooms, hydroelectric plants, waste houses, an auto garage, a testing lab, and a school.
Additionally, a rail spur ran north through the parcels between Peachtree Street and Falls
Road towards Rocky Mount Mill. The mill was decommissioned in 1996, and the mill
complex remained mostly vacant for the next several years with the exception of some
offices and storage warehouses.
Environmental assessments of Area A (Rocky Mount Mill) began in 1996, and soil and
groundwater samples were collected near former underground storage tanks (USTs),
aboveground storage tanks (ASTs), the rail spur, and drum storage in the carpentry shop
in June 2004. In March 2007, an additional assessment included soil sampling near the
ASTs and elevator room where hydraulic oil staining was previously observed. A ground
penetrating radar (GPR) survey was also conducted in March 2007, and it located a
former UST near the office that was identified as a gas tank on a historical Sanborn map.
No other former or current USTs were located.
In January 2015, previously identified contaminated soil was excavated from two
locations in Area A (Rocky Mount Mill). Approximately 9.8 tons of soil were excavated
near the hydraulic elevator room within an area approximately 7.5 feet by 21 feet to a
depth of 2-3 feet. Approximately 293 tons of soil were excavated within and around the
former AST dike in an area approximately 43 feet by 40 feet to a depth of 7.5 feet.
The excavated soil was disposed of at Soilworks, Inc. in Selma, NC and East Carolina
Environmental Landfill in Aulander, NC.

Confirmation soil samples were collected from the base and sidewalls of the excavations
before they were backfilled with imported soil from an unknown location. The
confirmation soil samples indicate that impacted soil still remains near the hydraulic
elevator room. The NC DEQ Department of Waste Management (DWM) UST Section
assigned Incident No. 92465 to the release associated with the hydraulic elevator and sent
a Notice of Regulatory Requirements (NORR) on March 27, 2015. The NORR stipulated
that Rocky Mount Mill, LLC must comply with the initial response and abatement action
and assessment requirements, and that an Initial Assessment Report should be submitted
with 30 days of the NORR. The Initial Site Assessment Report was submitted to the UST
Section on April 5, 2015.
Rocky Mount Mill, LLC, one of the co-PDs, bought the three parcels in Area A (Rocky
Mount Mill) in May 2007. Two of the parcels were later sold to an affiliate, RM
Commercial, LLC, in September 2017.
Several redevelopment activities have occurred since 2014. These include asbestos
abatement activities, stormwater mitigation, resurfacing existing and constructing new
parking lots, demolishing some structures, and waste disposal activities. The former
carpenter shop was relocated and converted into a retail space and Nash Community
College classroom. A portion of the former cotton warehouses was demolished, and the
remaining portion was converted into brewery incubator space. The former powerhouse
was converted into a meeting and event space, and the main mill building was converted
into restaurant, commercial, office, and multi -family residential space.
To address remaining assessment data gaps in this area of the Brownfields Property, at
the Brownfields Program's request, Rocky Mount Mill, LLC further assessed soil,
groundwater, and crawlspace air in this area in March and April 2021.
Area B (Mill Village)
Area B (Mill Village) is comprised of 80 parcels with the addresses and PINs identified
on Exhibit 3 to the Brownfields Agreement (attached). Prior to 1900, Area B (Mill
Village) was mostly developed adjacent to the Rocky Mount Mill with one-story, single-
family residences, which still occupy the majority of the parcels. As was common in mill
towns, the mill workers typically resided in the mill homes which were owned by the
mill. Churches, a stable, and vacant lots were also historically found within Area B (Mill
Village).
Three known heating oil USTs remain in Area B (Mill Village). The USTs are located at
114 W Ridge Street, 901 Columbia Avenue, and 909 Columbia Avenue.
Rocky Mount Village, LLC, one of the co-PDs, purchased the properties in Area B (Mill
Village) between 2007 and 2021. A small number of parcels were later sold to an
affiliate, RM Commercial, LLC, in 2017 and 2018.
Several redevelopment activities have occurred since 2014. These include asbestos and
lead abatement activities, stormwater mitigation, and demolishing a few residential

structures. Some residences have also been converted into restaurants, breweries, and
office space.
Lead -based paint inspections were conducted at five residences within Area B (Mill
Village) in September 2014. Lead -based paint was found on or in each of the five
residences. Soil sampling was conducted along the drip lines of six residences in May
2021.
To address remaining assessment data gaps in this area of the Brownfields Property, at
the Brownfields Program's request, Rocky Mount Village, LLC further assessed soil and
groundwater in this area between April and May 2021.
Area C (Burlington Industries)
Area C (Burlington Industries) is comprised of 16 parcels with the addresses and PINs
identified on Exhibit 3 to the Brownfields Agreement (attached). The eastern portion of
Area C (Burlington Industries) was developed prior to 1930 as a textile mill. In the
1940s, Sidney Blumenthal & Co., Inc., Car-O-Mount Division constructed the current
mill complex as a dyeing and finishing facility. Burlington Industries, Inc. began
operation at the mill complex between 1964 and 1969. Manufacturing at various times
included bleaching, dyeing, finishing, and warehousing. Chemicals stored and used in the
processes at the facility included dyes, caustic material, oil, and possibly chlorinated
solvents. Spent process wastes were discharged to sewers on the property, and a
hydraulic freight elevator reportedly extends 20 feet subgrade. Burlington Industries
ceased manufacturing operations in 1981, but warehousing continued until 1997.
Area C (Burlington Industries) is currently occupied by vacant land along W Elm Street,
vacant historical mill buildings on the northern portion of the site, and paved and grassy
parking lots on the southern portion. Four USTs and three ASTs remain onsite. Single-
family residences were located along W. Elm Street and north of the mill complex from
at least 1917 to 1980. An auto repair garage was located on the southeastern portion of
Area C (Burlington Industries) from approximately 1954 to 1964.
Multiple former and current USTs and ASTs are located at the mill complex. During an
environmental investigation in March 2014, 20 drums of potentially hazardous waste
from the western adjacent property were observed on the western side of the mill
complex; the duration of the storage is unknown.
The U.S. Environmental Protection Agency (EPA) conducted a polychlorinated biphenyl
(PCB) inspection at the former Burlington Industries complex on November 19, 2019.
Violations of applicable regulations were observed, and a Notice of Opportunity to Show
Cause was issued to follow-on owner of this part of the Brownfields Property, RM
Commercial, by EPA on December 10, 2019, citing non-compliance for failure to
properly store, inspect, mark, maintain, and dispose of PCB items and failure to notify
EPA of PCB waste activity. On December 23, 2019, the eight transformers at the site
were tested, and five contained detected concentrations of PCBs greater than 50 ppm.
The transformers were drained and the liquid and carcasses were removed from the site in

February and March 2020. The materials were disposed of at Emerald Transformer in
Tucker, GA and EcoFlow, Inc. in Greensboro, NC. EPA issued a Consent Agreement and
Final Order under Docket No. TSCA-04-2020-3201(b) on June 3, 2020 outlining the
violations committed and civil penalties incurred by RM Commercial, LLC.
In April 2017, a portion of the asphalt in the parking lot in the southern portion of Area C
(Burlington Industries) was removed in error. The error was due to miscommunication in
stormwater mitigation efforts across the larger Brownfields Property. Soil was not
removed from below the asphalt, and the exposed area was seeded with groundcover.
Soil and groundwater samples were collected from Area C (Burlington Industries) in
April 2019, which indicated a chlorinated volatile organic compounds (VOCs) plume was
present at the site. To address remaining assessment data gaps in this area of the
Brownfields Property, at the Brownfields Program's request, the PD Rocky Mount
Village, LLC and follow-on owner RM Commercial, LLC further assessed soil,
groundwater, soil gas, and sub -slab vapor in this area between March and May 2021.
Area D (Commercial Center)
Area D (Commercial Center) is comprised of two parcels with the addresses and PINS
identified on Exhibit 3 to the Brownfields Agreement (attached). It was developed prior
to 1912 for commercial use. The initial commercial building was located off Falls Road
and served as a grocery store, butcher, and icehouse originally. A fire department well
and well house were also located on the parcels originally. A second commercial building
was constructed to the west in the mid-1970s. Previous occupants of the buildings include
two dry cleaners, a printing operation, an auto garage, and undocumented retail stores. A
gas station was located in the southeastern corner of the parcels from at least 1930 and
the early 1990s, and it included fuel dispensers and three USTs.
Area D (Commercial Center) is currently occupied by the Preservation Rocky Mount
Salvage store and a vacant commercial building on the northern portion of the parcels,
and a vacant paved area that is bound by a chain -link fence on the southern portion of the
parcels.
Previous assessments in Area D (Commercial Center) include soil sampling in January
2005 and groundwater sampling in March 2007. Soil and groundwater sampling was also
conducted in October 2012 as part of property transfer due diligence just prior to the
purchase of these parcels in December 2012 by Rocky Mount Village, LLC, one of the
co-PDs. A ground penetrating radar (GPR) survey was also conducted in October 2012 to
confirm that the three USTs associated with the former gas station had been removed
from the site. The survey also showed that a fourth UST northwest of the commercial
building closest to Falls Road had also been removed even though a vent pipe was
observed. The USTs were reportedly removed in 1990 and the tank pit area was
backfilled with stone.
The October 2012 investigation found petroleum impacts in soil above the action level
and detected petroleum and chlorinated VOCs in groundwater. Based on this data, Rocky

Mount Village, LLC excavated soil in the vicinity of the former fuel dispensers resulting
in the excavation of approximately 441 tons of soil to a depth of 10 feet below ground
surface (bgs) in January 2013. The excavated soil was disposed of at Soilworks, Inc. in
Zebulon, NC. Confirmation soil samples were collected from the base and sidewalls of
the excavation before it was backfilled with material from Wake Stone in Battleboro, NC.
The confirmation soil samples indicated that impacted soil still remains north, east, and
southeast of the excavation. The NC DEQ DWM UST Section assigned Incident No.
39327 to this incident and sent a Notice of No Further Action (NFA) on September 9,
2013 that stipulated public notice requirements.
To address remaining assessment data gaps in this area of the Brownfields Property, at
the Brownfields Program's request, the PD Rocky Mount Village, LLC further assessed
groundwater and sub -slab vapor in this area in April 2021.
Area E (Assisted Living Facility)
Area E (Assisted Living Facility) is comprised of one parcel with the addresses and PINs
identified on Exhibit 3 to the Brownfields Agreement (attached). It is located along the
Tar River and has historically been primarily undeveloped, wooded land. The
northwestern portion of the site was used as a rock quarry during the construction of the
Rocky Mount Mill Dam until around 1920. The pit was later filled with concrete debris
and soil from the extension of Peachtree Street in the mid- 1990s. Miscellaneous
household and construction waste have been documented in the former pit and also
scattered within the wooded area. This area is located hydrogeologically downgradient
of Area C, with known groundwater contaminants.
Rocky Mount Village, LLC, one of the co-PDs, acquired Area E (Assisted Living
Facility) in May 2007. The parcel was later sold to Nash Propco, LLC, in November
2020 in preparation for redevelopment into an assisted living facility. Trees were cleared
from the land in January 2020, and stumps were removed in May 2021. Construction
began on the assisted living facility in July 2021 and is currently ongoing.
To address remaining assessment data gaps in this area of the Brownfields Property, at
the Brownfields Program's request, the PD Rocky Mount Village, LLC and follow-on
owner Nash Propco, LLC further assessed soil, groundwater, and soil gas in this area
between January and March 2021.
Area F (Warehouse and Storage)
Area F (Warehouse and Storage) is comprised of two parcels with the addresses and PINs
identified on Exhibit 3 to the Brownfields Agreement (attached). The parcels were
historically undeveloped until two warehouses were built in the mid- 1950s. The
warehouses were originally used for tobacco storage until the late 1990s, and other goods
from dismantled offices, retail spaces, and restaurants have been stored in the warehouses
since.
During site reconnaissance in November 2008, a 55-gallon drum of petroleum solvents, a
5-gallon container of cement sealer, and several dry chemical fire extinguisher units were

observed within the warehouses. These materials were removed shortly thereafter. An oil
stain covering approximately 21 square feet was also observed on the gravel between the
two warehouse structures, however the source of the staining is unknown. This area will
be addressed under a DEQ-approved EMP at the time of redevelopment.
Potential Receptors:
Potential receptors are: construction workers, on -site workers, future residents, visitors,
animals, and trespassers.
Contaminated Media:
DEQ has evaluated data collected from the following media at the subject property: soil,
groundwater, soil gas, sub -slab vapor, and crawlspace air. DEQ relies on the following
data to base its conclusions regarding the subject property and its suitability for its
intended reuse.
Soil
Area A (Rocky Mount Mill)
Soil samples were collected at 21 locations during three sampling events between 2004
and 2021. These samples represent soil to depths of 5 feet bgs. Results indicate that
residual soil contaminants exceed DWM Residential Preliminary Soil Remediation Goals
(PSRGs) for arsenic (1.23 to 2.22 milligrams per kilogram [mg/kg]), benzo(a)pyrene
(non -detect [ND] to 0.531 mg/kg) and hexavalent chromium (ND to 1.02 J mg/kg). Total
Petroleum Hydrocarbons — Diesel Range Organics (TPH DRO) (ND to 572 mg/kg)
concentrations in confirmation soil samples collected after an excavation near the
hydraulic elevator exceed the NC DEQ UST Section Action Level of 100 mg/kg.
Benzo(g,h,i)perylene (0.226 mg/kg) and phenanthrene (2.82 mg/kg) were also detected,
however PSRGs haven't been established for these compounds.
Area B (Mill Village)
Surface soil samples (0 to 2 ft bgs) were collected along the drip lines of six residential
homes in 2021. Samples were field screened using a handheld XRF instrument. Certain
samples were submitted for chemical analysis and were analyzed for arsenic (1.3 J to 4.7
mg/kg) and lead (514 to 10,200 mg/kg), which exceed their residential PSRGs of 0.68
mg/kg and 400 mg/kg, respectively.
Area C (Burlington Industries)
Soil samples were collected at 28 locations to depths of 8 ft bgs in 2019 and 2021.
Results indicate that arsenic (ND to 53.3 mg/kg) and chromium (ND to 87.6 mg/kg)
exceed their residential PSRGs of 0.68 and 0.31 mg/kg, respectively. Samples collected
from surface soil near the former transformers detected PCBs in excess of the residential
PSRGs for PCB Aroclor 1254 (0.0424 to 3.66 mg/kg), PCB 77 (0.0649 mg/kg), PCB 105
(0.406 mg/kg), PCB 118 (0.768 mg/kg) and PCB (high risk) (6.9058 mg/kg).
PCB contamination will need to be addressed in accordance with federal PCB regulations
promulgated in 40 C.F.R. Part 761 and any such applicable requirements of EPA.

Area D (Commercial Center)
Soil samples were collected at 14 locations in 2012 and 2013. These samples represent
soil to depths of 10 ft bgs. Results indicate that residual soil contaminants exceed their
respective residential PSRGs for naphthalene (ND to 2.71 mg/kg), TPH C5-8 aliphatics
(ND to 361 mg/kg), TPH C9-12 aliphatics (ND to 332 mg/kg), TPH C9-18 aliphatics
(ND to 68 mg/kg), and TPH C9-10 aromatics (ND to 133 mg/kg). TPH GRO (ND to
1,110 mg/kg) concentrations exceed the NC DEQ UST Section Action Level of 50
mg/kg. P-cymene (0.004 to 0.02 mg/kg) was also detected, however a PSRG hasn't been
established for this compound.
Area E (Assisted Living Facility)
Soil samples were collected at 10 locations in 2021. These samples represent soil to
depths of 5 ft bgs. Results indicate that arsenic (0.82 to 13 mg/kg) and hexavalent
chromium (ND to 0.946 J mg/kg) exceed their residential PSRGs of 0.68 and 0.31 mg/kg.
Groundwater
Area A (Rocky Mount Mill)
Groundwater samples were collected during one-time sampling events in six wells in
2004 (MW-1, MW-2 and MW-3) and 2021 (MW16, MW-17 and MW-18). Maximum
concentrations of chromium (80 micrograms per liter [[tg/L]) and lead (94.5 µg/L)
exceed the NC 2L Groundwater Standards (2Ls) of 10 µg/L and 15 µg/L, respectively.
No VOCs nor semi -volatile organic compounds (SVOCs) were detected.
Area B (Mill Village)
Groundwater samples were collected during a one-time sampling event in two wells in
2021. Maximum concentrations of chromium (47.1 µg/L) and lead (121 µg/L) exceed the
2Ls of 10 µg/L and 15 µg/L,, respectively. No VOCs nor SVOCs were detected.
Area C (Burlington Industries)
Groundwater samples were mostly collected during a one-time sampling event in 16
wells in 2019. Two of the wells, MW-6 and MW-7, were permanent and were resampled
in 2021. Maximum concentrations of arsenic (21.4 µg/L), barium (2,410 µg/L), benzene
(30.1 µg/L), chromium (83.2 µg/L), 1,4-dichlorobenzene (16.1 µg/L), cis-1,2-
dichloroethene (4,480 µg/L), lead (337 µg/L), naphthalene (22.8 µg/L),
tetrachloroethylene (PCE) (11,300 µg/L), trichloroethylene (TCE) (567 µg/L), and vinyl
chloride (57.9 µg/L) exceed their 2Ls.
Of the compounds that exceed their respective 2Ls, benzene, naphthalene, PCE, TCE,
and vinyl chloride also exceed their respective residential vapor intrusion screening level
(VISL) in groundwater. Other maximum exceedances of the residential VISLs for
groundwater were ethylbenzene (152 µg/L), mercury (0.44 µg/L), 1,2,4-trichlorobenzene
(14.3 µg/L), and total xylenes (346 µg/L).

Groundwater samples were collected during a one-time sampling event in four wells in
2012 and 2021. Maximum concentrations of arsenic (25.2 µg/L), chromium (99.9 µg/L),
and lead (112 µg/L) exceed the 2Ls of 10 µg/L, 10 µg/L, and 15 µg/L, respectively. The
maximum concentration of chloroform (2.68 µg/L) exceeds the residential VISL for
groundwater of 0.81 µg/L.
Area E (Assisted Living Facility)
Groundwater samples were collected during a one-time sampling event in three wells in
2021. Maximum concentrations of barium (736 µg/L) and lead (85.4 µg/L) exceed the
2Ls of 700 µg/L and 15 µg/L, respectively. The maximum concentration of chloroform
(2.2 µg/L) exceeds the residential VISL for groundwater of 0.81 µg/L. No VOCs nor
SVOCs were detected in excess of their respective 2L.
Surface Water
Surface water is not located on the Brownfields Property.
Exterior Soil Gas
Exterior soil gas samples were only obtained in Areas C (Burlington Industries) and E
(Assisted Living Facility).
Area C (Burlington Industries)
Exterior soil gas samples were collected at four locations in the paved areas of Area C
(Burlington Industries). Maximum concentrations of benzene, (180 micrograms per cubic
meter [µg/m3]), 1,3-butadiene (260 µg/m3), and vinyl chloride (85 µg/m3) exceed their
residential VISLs of 12, 3.1, and 5.6 µg/m3, respectively. Ethanol (I I to 28 µg/m3) was
also detected in all four samples, however no VISL exists for this compound.
Area E (Assisted Living Facility)
Exterior soil gas samples were collected at four locations in Area E (Assisted Living
Facility), which was undeveloped at the time of sampling. Benzene (28 µg/m3) and
chloroform (33 to 35 µg/rn) were detected in one sample each, and the detected
concentrations exceed their residential VISLs of 12 µg/m3 and 4.1 µg/m3, respectively.
Ethanol (12 to 1,300 µg/rn) was also detected in all four samples, however no VISL
exists for this compound.
The compound 1,3-butadiene (120 µg/m3) was also detected in one sample and exceeds
the residential VISL of 3.1 µg/m3. The soil gas concentration for 1,3-butadiene is likely
the result of a sampling artifact due to inadequate stabilization time for off -gassing after
installation of the soil gas point prior to sample collection. The sampling artifact is
associated with direct push sampling through a tight soil formation (Problematic
Compounds in Vapor Intrusion Investigations, Bart Ecklund, January 2020,
<hgps://www.vaporpin.com/august-radon-news/problematiccompounds/>) . The 1,3-
butadiene data are included for documentation purposes, but is excluded from risk
calculations for Area E (Assisted Living Facility).

Sub -Slab Vapor
Sub -slab vapor samples were only collected in Areas C (Burlington Industries) and D
(Commercial Center).
Area C (Burlington Industries)
Sub -slab vapor samples were collected at seven locations within the former mill buildings
in Area C (Burlington Industries). Maximum concentrations of carbon tetrachloride (280
µg/m3), chloroform (100 µg/m3), and PCE (340 µg/m3) exceed their residential VISLs of
16 µg/m3, 4.1 µg/m3, and 280 µg/m3, respectively. Ethanol was also detected in several of
the samples ranging from 10 µg/m3 to 11 µg/m3, however no VISL exists for this
compound.
Area D (Commercial Center)
Sub -slab vapor samples were collected at two locations within the commercial buildings
in Area D (Commercial Center). PCE was detected in both samples (84 to 3,900 µg/m3),
the maximum of which is an order of magnitude greater than the residential VISL of 280
µg/m3. Ethanol was also detected in one of the samples at 20 µg/m3, however no VISL
exists for this compound.
Indoor Air
Indoor air samples were not collected on the Brownfields Property. Rather, crawlspace
air samples were collected in areas where residents currently lived.
Crawlspace Air
Crawlspace air samples were collected only in Area A (Rocky Mount Mill). Results were
compared to indoor air residential VISLs.
Area A (Rocky Mount Mill)
Crawlspace air samples were collected at five locations from within the crawlspace
portion of the former main mill building where residences are located. Ethanol (31 to 56
µg/m3) and n-butane (21 to 26 µg/m3) were detected in three of the locations, however no
VISLs exist for these compounds. Crawlspace samples are considered the same as indoor
air from a regulatory perspective and are compared to indoor air VISLs.

Risk calculations were performed using the June 2021 DEQ Risk Calculator

sampling artifact is associated with direct push sampling through a tight soil formation.
Therefore, a VIMS is not required for Area E (Assisted Living Facility), however, the PD
will be installing a 16-mil Class A vapor barrier as a passive mitigation measure, which
was approved by the Brownfields Program Manager.
Area F (Warehouse and Storage)
Risk calculations were not conducted for Area F (Warehouse and Storage) because data
has not been collected within the area to date.
Required Land Use Restrictions:

LURs will include the standard land use definitions, requirement for an EMP,
groundwater, soil disturbance, known contaminants, access, notification, vapor intrusion,
and land use restriction update LURs.
In Area B (Mill Village), leases must include a lead warning statement or the soil within
four feet of the residences must be remediated. In Area C (Burlington Industries), PCB
soils should be remediated in accordance with federal PCB regulations promulgated in 40
C.F.R. Part 761 and any such applicable requirements of EPA, and a cap is required for
any soil that is not covered with a structure or paved.
VIMS and pre -occupancy and appropriate performance data are required for residential
buildings within Area C (Burlington Industries), Area D (Commercial Center), and Area
F (Warehouse and Storage).
Lastly, USTs and ASTs must be removed in Area B (Mill Village) and Area C
(Burlington Industries).
Based on the site -specific data provided to the Brownfield program, the site reuse is
suitable for the site as long as the agreed upon land use restrictions in the BFA are abided
by.
Property Management Issues:
An EMP dated May 19, 2021 was approved for Area E (Assisted Living Facility). An
older EMP dated April 26, 2017 was approved for the remaining areas within the
Brownfields Property. This EMP should be updated with data collected in 2021.
Redevelopment specifics for a portion of Area A (Rocky Mount Mill), Area C
(Burlington Industries), Area D (Commercial Center), and Area F (Warehouse and
Storage) are unknown at this time, so the EMP will need to be updated to include
redevelopment details, and any additional assessment data collected in these areas when
that information is available.
A VIMS and pre -occupancy and appropriate performance data will be necessary for
residential buildings within Area C (Burlington Industries) and Area D (Commercial
Center). If Area D (Commercial Center) remains non-residential, pre -occupancy and
appropriate performance data may be needed depending on the redevelopment plans. A
VIMS was not required for Area E (Assisted Living Facility) based on the risk
calculator's output, however, the PD will be installing a 16-mil Class A vapor barrier as a
passive mitigation measure. The specification sheet for the vapor barrier is included in
the May 2021 EMP.
PCB soil remediation at Area C (Burlington Industries) will be conducted in accordance
with federal PCB regulations promulgated in 40 C.F.R. Part 761 and any such applicable
requirements of EPA. The PD has chosen to remediate using the "Performance Based
Disposal" option described in 40 CFR Part 761.61(b). A remediation report, including

documentation of confirmation soils samples below the residential screening levels,
should be sent to the Brownfields Program.
Several USTs and ASTs need to be removed from the Brownfields Property. There are
currently three USTs in Area B (Mill Village) at 114 W Ridge Street, 901 Columbia
Avenue, and 909 Columbia Avenue. Four USTs and three ASTs are present in Area C
(Burlington Industries). The locations for these tanks in Area C are shown as AOI-1,
AOI-5, AOI-8, and AOI-18 in the Assessment Plan, 405 West Ridge Street (Atlantic
Shores Environmental Services, Ltd., 6/20/2018). A small propane AST is located north
of the 910 Falls Road building in Area D (Commercial Center).
In Area B (Mill Village), leases must include a lead warning statement or the soil within
four feet of the residences must be remediated to DEQ's satisfaction.
There are two warehouses along N Harris Street in Area F (Warehouse and Storage) that
were historically used for the storage of tobacco and have since been used for the storage
of finished goods; however, they have not been assessed at this time. Once
redevelopment plans have been developed for Area F, and if as part of that plan, the
warehouse buildings are to remain, additional assessment should be done to understand
whether vapor intrusion is an issue as per the VI LUR, and if so, plans for the
development of a retrofit VIMS should follow, and the area of oil staining should be
addressed through a DEQ-approved EMP. If the buildings will be demolished and the
slab(s) removed, additional assessment of soil and groundwater could be done at that
time, and a VIMS if necessary, could be incorporated into the foundation of any new
buildings constructed in that area. Pre -occupancy sampling and performance monitoring
of any VIMS would be required as part of the VI LUR for Area F (Warehouse and
Storage).
