OBSERVED VIOLATIONS:
A. 15A NCAC 13B .0405 (b), “Water that comes into contact with solid waste is leachate and shall be collected from the site for disposal to an approved facility or discharged directly from the site into a sanitary sewer line.”

Permit to Operate, Attachment 3, Part VI (24), “All water or liquid that comes in contact with solid waste, including vehicle wash-down water is leachate and must be captured and properly treated before release into the environment.” During this inspection, leachate was observed running off the concrete apron of the transfer trailer
loading bay and pooling in an area adjacent to the east side of the transfer station building before
flowing toward the drainage ditch. At the end of the inspection, Mr. Apple was informed that the soils would need to be removed and he would need to contact their engineer to facilitate the sampling and analyzing of soil samples.
ADDITIONAL COMMENTS
The facility is a transfer station owned by Waste Industries, LLC and is permitted to receive municipal solid
waste (MSW) generated within areas consistent with the service area of the receiving landfill. Hilco Transport, Inc operates the transfer station which processes up to 500 tons of MSW per day. Processed MSW is transported to Sampson County Disposal, LLC (Permit# 8202-MSWLF-2000) and commingled recyclables are removed and transported to Sonoco Recycling LLC.
1. The facility accepts waste Monday through Friday from 7am to 4pm and is fenced and secured by a locking gate when it is not open for operation. Correct signage is posted at the entrance of the facility listing the facility name, permit number, emergency contact information, as well as a list of non-acceptable wastes.
2. The facility permit and operations plan were available on-site and reviewed with the Operations
Supervisor and other staff. Ensure all NCDEQ representative contact information within the operations plan is up to date. 3. Waste screening reports were verified up through mid-July 2022. Ensure the facility conducts screenings on at least 5% of incoming loads and that screening reports are up to date.
4. The following are facility certified personnel:
a) Charlie Siler, Certified Landfill Operations Specialist, LF-2021009, exp. 3/9/2024 b) William Dunn, Certified Landfill Operations Specialist, LF-2021010, exp. 3/9/2024, Certified Transfer Operations Specialist, TS-2007093, exp. 10/19/2025 Ensure up-to-date certification certificates are kept onsite and readily accessible.
5. The transfer trailer staging area contained dark stains within the gravel lot from possible trailer leaks.
The gravel driveway area leading up to and adjacent to the tipping floor apron also contains multiple dark stains from leachate escaping the apron containment area during rain events or cleaning the facility. Ensure soil from all stained areas in the transfer trailer staging area and in the gravel driveway area adjacent to the tipping floor apron are excavated and properly disposed of.
6. Multiple areas of the concrete apron leading up to the tipping floor are damaged/cracked and retaining
leachate. It is recommended that these areas of the apron be repaired to eliminate potential migration of leachate into the adjacent gravel driveway area and subsurface soils. 7. The tipping floor of this facility is designed with a gradual sloping grade to conduct leachate to the scupper holes within the push wall. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

tipping floor and were failing to drain through the scupper holes. May be necessary to evaluate the
tipping floor to ensure positive flow and ensure that the scupper holes are cleared and free flowing. 8. Floor drains within the transfer trailer loading bay were clogged with waste and debris. Ensure all scupper holes and leachate drains are cleaned as frequently as needed to ensure proper drainage. 9. During this inspection a load of wooden pallets were observed on the tipping floor commingled with
miscellaneous MSW waste. Mr. Dunn stated the pallets were to be transported to the MSW landfill.
Wooden pallets are prohibited from being disposed of in a landfill. Ensure any wooden pallets received at the facility are removed from the waste stream and transported to a facility that is generally or widely used for legal disposition of recovered/recyclable materials. 10. Three fire extinguishers located on the west side of the transfer station building entrance along with a
fire hose on each side of the building are available for fire control.
11. Windblown waste was being properly managed and active cleanup was occurring during this inspection. The facility grounds were clean and free from windblown waste. Good job! 12. During this inspection, a loaded transfer trailer located to the west of the transfer station building was actively leaking onto the concrete pad. Also, a containment trough stored in this area had multiple holes
and had leaked onto the concrete pad and adjacent soil. Ensure all transfer trailers and containment troughs are actively inspected for leaks and repaired as needed. Any impacted soils should be excavated and disposed of properly and subsurface soils evaluated as necessary. 13. During the inspection Mr. Apple stated that it was likely that the area impacted by leachate adjacent to the trailer loading bay may be in part due to the wash down of the apron and ramp. It
may be necessary to install a small berm or curbing along the perimeter of these areas or take other measures to ensure that any leachate from the apron or the loading bay is contained and directed to the leachate collection system. 14. Corrective measures are necessary as a result of this inspection. 15. Digital photographs were taken during this inspection.
