Life of Site Permit issued March 31, 2020 and will expire on February 27, 2067. PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday 7:30 am until 12:00 pm. 4. The tipping floor was clean at the time of the inspection. 5. The cantilever portion of the tipping floor over the transfer trailer loading bay was observed to be damaged. This cantilever portion of the tipping floor is addressed in the Transfer Station Assessment Report. The area needs to be monitored and repaired as needed. 6. The transfer station walls were covered with dirt and grime and are in need of cleaning. As per 15A NCAC 13B .0405 (11), the transfer station building shall be cleaned with a pressure washer no less than twice per year. Ensure that the transfer station is cleaned no less than twice per year. 7. Some waste was observed within the transfer trailer loading bay. Mr. Beane stated that the waste is removed as needed between trailers. Continue to ensure that the waste is removed from the transfer bay at the end of the operating day. 8. Fencing has been placed near the northern end of the transfer station to catch windblown waste. Windblown waste was identified near the fencing and on the grounds surrounding the transfer trailer bay. Continue to ensure that the windblown waste is picked up by the end of the day. 9. The exterior leachate collection drains had been cleaned allowing for the leachate to flow freely. 10. The tire container was identified to be full at the time of this inspection. Several tires were placed on the ground adjacent to the container. Mr. Beane stated that they tire recycler had been called to pick up the container. Mr. Beane also stated that they were looking into hauling the tires to the recycler themselves since the recycler is located within Harnett County. 11. White goods and metals are being accepted for recycling. County staff haul metal to recycler two to three times a week. 12. The electronics recycler palletizes and wraps the electronics prior to removal from the transfer station. It is recommended that broken CRTs and other electronics be containerized to avoid possible contamination from runoff. 13. The access around the facility is stable and no soil erosion was noted. 14.
