ADDITIONAL COMMENTS
1. Section staff Andrew Hammonds and David Powell onsite to do comprehensive inspection, shut down and visit the yard waste area for a follow up after a fire was reported on 3/26/2022. Transfer Station LOS Permit has a yard waste section, while that area is mostly addressed through its yard waste notification YWN-77-001. Yard waste area is still smoking with hot spots. Corrective actions are needed for the YW area still and now the ash
that will be remaining. Yard waste area will be addressed in the YWN inspection report for YWN-77-001. 2. Section staff stayed until facility closed around 5:10 pm and then inspected site conditions on how it would be
left over night. Station floor was left empty. Good job.
Tipping floor as left after closing. 3. The facility is permitted to receive solid waste generated within Richmond County. Waste is transferred to
Uwharrie Environmental Regional MSW Landfill for disposal. Site has fence and gate with correct and updated signage. Roads were of all weather construction and good condition.

4. Records reviewed included: Operations plan; Newest permit; Previous inspections, 2022 YWN renewal; Scrap
tire certifications June 2022, Electronics and used cooking oil receipts from convenience sites; Waste screening records were done by Republic; HHW receipts from an event on 4/09/22 and EcoFlow receipts for HW waste; Facility wash down records for 2022; Map of site; YW map, windrow locations, volumes; Compost
temperatures and map; Electronics Management Fund Application/info; Monthly volumes report for Transfer Station; Sampling report from Environmental 1 INC. for 1/18/22; Station certificates for certified operators;
Fire Notification Report for 3/26/22; Simmons and Simmons grinding and hauling receipt Jan 4, 2022; Richmond County Recycling Report for 8/2021.
5. Staff certifications – Transfer Station Operations Specialist Chrissy Smith-Hudson expires November 24, 2024; Jerry Austin expires November 29, 2024; Bryan Legget expires December 7, 2023; Clayton Smith expires November 3, 2025; Billy Beaman Jr. expires February 26, 2025; Ethan Thomas expires March 9, 2024; Dalton Fields expires May 26, 2025; James Chappell expires May 26, 2025.

6. Operations were halted temporarily so the tipping floor could be inspected. Floor was in good condition, as
well as the walls.

water hose. Good job.

8. Area around truck bay is cleaned regularly it seems but small waste is being left nehind. This is also the
leachate collection tank area. Across from loading bay at fence line has windblown that has built up in vegetation. Please clean up these areas well and be sure to periodically clean these areas better in future.

9. Windblown waste was well managed at time of inspection.

10. Be careful of leachate leaking from trailers and pooling at low area behind station at loading bay. Mud is
building up, potentially mixing with leaking trailers, do not let run off.

11. An HHW event was held on 4/9/2022. Documents were reviewed on waste removed by Eco Flow.
12. Between Transfer Station and main office, there is a convenience site which has tire collection containers, cardboard collection and white goods/electronics pick up. Scrap tires removed approximately every three to four days. Electronics should have some cover over them so that rainwater doesn’t comingle with the waste that can become leachate. White goods are being kept upright until CFCs have been removed. Used motor is also collected here.

14. A new Temporary Disaster Debris Site (TDDS) site was close to being finalized last year. Mr. Leggett is still
awaiting the Sections requested documents for crossing over the railroad structure/gas line and property during the event of an emergency and the site becomes activated to receive waste. Please continue to follow up and get the requested information and submit ASAP.
15. Corrective measures are necessary as result of this inspection. Failure to meet the conditions for
compliance may result in Compliance Actions. A follow up inspection will be conducted in about 30 days from receipt of this inspection to ensure corrective actions have been completed.
