The facility is in the Bethany Village Shopping Center next to My Eye Dr. The facility is open from 7 am to 7 pm M-F and 8 am to 5 pm on Saturday, and services one pickup location, Ace Cleaners (2430 Southwest Cary Pkwy) in Cary. The most recent hazardous waste generated was transported to EWS Alabama Inc. in Glencoe, AL (EPA ID# ALD981020894). Approximately 21 pounds of hazardous waste are generated per month. In the past 12 months, no facility-generated waste was transported off site. The last waste pickup occurred on March 17, 2016, when a total of 850 pounds of hazardous waste were transported off site (liquid waste). Approximately 365 pounds of hazardous waste were observed on site at the time of the inspection. The facility utilizes an onsite wastewater treatment unit (WWTU) to dispose of facility-generated contact water. (III) INSPECTION SUMMARY: On August 31, 2017, Pam Moore, Compliance Inspector, with the North Carolina Division of Waste Management, Dry Cleaning Solvent Cleanup Act (DSCA) Program conducted a Compliance Inspection at $1.99 Dry Clean X-Press. The inspector met with Lomesh Patel, store owner, who provided the inspector access to the facility's equipment and available records. The dry cleaning equipment is operated for an average of six loads per day, Monday through Friday, starting at 7:00 a.m. No dry cleaning equipment changes, modifications, and/or additions were made since the previous inspection. The dry cleaning equipment was operating per the manufacturer's specifications and in compliance with all applicable regulations. Adequate spill containment was utilized for all dry cleaning equipment, solvent storage, and waste solvent storage areas. The spill containment areas exceeded 110% of the largest solvent container and appeared to be free of cracks, breaks, or damage. An emergency response plan was posted and dedicated emergency spill cleanup materials were readily available at the time of the inspection. All wastewater containing dry-cleaning solvent was properly treated onsite. The onsite wastewater treatment equipment (Galaxy mister) was properly maintained with the last documented filter change occurring on June 16, 2017. The facility keeps a notebook with a daily inspection log for the WWTU and the filter changes are recorded on these forms. Filter purchase receipts are also kept in the notebook as well as the operation manual for the mister. Additional required recordkeeping (waste manifests) were also readily available for review. (IV) RECOMMENDATIONS: A DSCA Compliance Program Checklist (#02413) was issued to Mr. Lomesh Patel, owner of $1.99 Dry Clean X-Press, indicating any compliance issues to be addressed (no response required). Mr. Patel was instructed to take the necessary actions to maintain compliance at $1.99 Dry Clean X-Press. A follow-up inspection should be conducted by August 31, 2018 to confirm compliance. (V) PHOTOGRAPHS: 1-gallon container of Picrin, used onsite for spotting laundry items; owner placed in spill containment. Picrin spotting agent in squeeze bottle on spotting table; facility buys 1-2 gallons of Picrin per year. Owner said he will look into alternatives that are non-hazardous.
