Spring 2022 Semiannual Water Quality Monitoring Report iii June 2022 Introduction The Madison County Solid Waste Department maintains a closed municipal solid waste landfill (Closed Landfill), located near the intersection of U.S. Highway 25/70 Bypass and Long Branch Road (State Route 1582) in Madison County, North Carolina. The site location is presented in Figure 1. The Closed Landfill is permitted by the North Carolina Department of Environmental Quality (DEQ) Division of Waste Management (DWM), under Permit No. 58-02 (the permit), which requires semiannual monitoring of groundwater and surface water quality. This report, prepared by Anchor QEA of North Carolina, PLLC (Anchor QEA), is being submitted in accordance with monitoring requirements for the Closed Landfill as stipulated in the permit, with regulations codified in the DEQ Solid Waste Management Rules, Title 15A, Subchapter 13B, Section .1600 of the North Carolina Administrative Code (15A North Carolina Administrative Code [NCAC] 1313.1600). This report describes the first semiannual groundwater and surface water quality monitoring event performed in 2022. The water quality monitoring network for the Closed Landfill consists of four monitoring wells (MW-01 OLD, MW-02 OLD, MW-03 OLD, and MW-04 OLD), a background groundwater quality sampling location (BG SPRING OLD), and two surface water sampling locations (SW-01 OLD [upstream] and SW-02 OLD [downstream]) located along Profitt Branch (Figure 2). Monitoring wells MW-03 OLD and MW-04 OLD are installed in bedrock near the top of a ridge in the western part of the landfill parcel. Monitoring wells MW-01 OLD and MW-02 OLD are at lower elevations within topographic drainages in the southern part of the landfill parcel and are screened in the upper saturated zone. The water sample collected from background sampling location BG SPRING OLD is treated as a groundwater sample for the following reasons: • Groundwater does not discharge to the ground surface at the sampling point. • Construction of the sampling point is similar to that of a temporary monitoring well and is located upslope and upgradient of a springhead. • The sampling point consists of a polyvinyl chloride (PVC) casing extending below ground surface with a screened interval from which groundwater is collected and recharges. Anchor QEA personnel attempted to contact the resident of the property owned by Ms. J.V. Edwards (99 Log Branch Road, Marshall, North Carolina) but were unsuccessful. Because of the unsuccessful attempt to contact Ms. Edwards, coupled with COVID-19 concerns, Anchor QEA did not collect a sample from the residential well (DW-01 OLD) owned by Ms. Edwards during the spring 2022 sampling event. The well was last sampled in 2017 and the results were non -detect for VOCs and had detections of barium and chromium that were below 2L standards. Anchor QEA will contact DEQ to determine if the well can be removed from the monitoring list or request their assistance with contacting the owner for sampling. Spring 2022 Semiannual Water Quality Monitoring Report 1 June 2022 2 Methods On March 10, 2022, Anchor QEA collected five groundwater samples from the monitoring wells (including background well BG SPRING OLD) and two surface water samples from the established surface water locations. Sampling locations are shown in Figure 2. Water level measurements, field parameters, and observations pertaining to water quality are included in the sampling logs in Appendix A. 2.1 Monitoring Well Sampling Methods Prior to groundwater sample collection from the monitoring wells, the static water level was measured and recorded to calculate the volume of water within the well. At each sample location, an initial round of field parameters (consisting of pH, specific conductivity [SC], dissolved oxygen [DO], oxidation-reduction potential [ORP], turbidity, and temperature) was measured and recorded. Water level measurements, field parameters, and observations pertaining to water quality are included in the sampling logs in Appendix A. 2. 7.1 Monitoring Well BG SPRING OLD Due to poor well access, which inhibited the use of pump, controller, and associated tubing for purging the well, sampling point BG SPRING OLD was purged using a new disposable polyethylene bailer. Following initial field parameter collection, as each consecutive well volume was removed with the bailer, a round of groundwater field parameters was recorded. The well was purged until a minimum of three well volumes had been removed and field parameters had stabilized. All groundwater samples were collected by a technician wearing a new pair of non - reactive nitrile gloves. Each sample was placed directly into laboratory -supplied sample containers. 2. 7.2 Monitoring Wells MW-01 OLD, MW-02 OLD, MW-03 OLD, and MW-04 OLD Monitoring wells MW-01 OLD and MW-02 OLD were purged and sampled with a peristaltic pump. MW-03 OLD and MW-04 OLD were purged and sampled with a bladder pump. These wells were purged using low -flow techniques in accordance with the procedures described in Low -Flow (Minimal Drawdown) Ground -Water Sampling Procedures (Puls and Barcelona 1996). During purging, pH, SC, DO, ORP, turbidity, and temperature were measured and recorded approximately every 3 minutes. Well purging continued until these parameters had stabilized for three consecutive readings. The following required stabilization criteria have been established by the Spring 2022 Semiannual Water Quality Monitoring Report 2 June 2022 U.S. Environmental Protection Agency (EPA) Region 4 Science and Ecosystem Support Division Operating Procedure: Groundwater Sampling (EPA SESD 2017): • pH values within ± 0.1 unit • SC values within ± 5% • Temperature, DO, and turbidity values within ± 10% Following stabilization of these parameters, a groundwater sample was collected by a technician wearing a new pair of non -reactive nitrile gloves. Each sample was placed directly into laboratory -supplied sample containers. 2.2 Surface Water Sampling Methods Surface water samples SW-01 OLD and SW-02 OLD are collected semiannually at designated locations along Profitt Branch, which flows adjacent to the Closed Landfill's southern boundary in a westerly direction (Figure 2). The surface water sample collected at the SW-01 OLD location is interpreted to represent surface water quality upstream of the Closed Landfill, and the surface water sample collected at the SW-02 OLD location is interpreted to represent surface water quality downstream of the Closed Landfill. For the samples SW-01 OLD and SW-02 OLD, field parameters, including temperature, pH, SC, DO, ORP, and turbidity were measured and recorded at the surface water sampling location prior to sample collection (Appendix A). One surface water sample was collected and transferred into laboratory -supplied sample containers by a technician wearing a new pair of non -reactive nitrile gloves. 2.3 Sample Handling, Documentation, and Analysis Field parameters and additional observations pertaining to water quality sampling at the Closed Landfill sampling locations are provided in the sampling logs in Appendix A. Following sample collection, groundwater and surface water samples were immediately placed on ice in sample coolers for transport to Waypoint Laboratories, Inc. (Waypoint), a laboratory certified in North Carolina and located in Charlotte, North Carolina. Anchor QEA submitted all collected groundwater and surface water samples to Waypoint for the following analyses: • Appendix I volatile organic compounds (VOCs), using EPA Method 8260D — Appendix I parameters are identified in Appendix I of the Code of Federal Regulations, Title 40, Part 258 (40 Code of Federal Regulations 258). • 1,4-dioxane, using EPA Method 8260DSIM Spring 2022 Semiannual Water Quality Monitoring Report 3 June 2022 • Eight Resource Conservation and Recovery Act (RCRA) metals, using EPA Methods 6020B and 7470A - In addition to this "totals" metal analysis, if the associated turbidity was measured at a value that exceeded 10 nephelometric turbidity units (NTU), the laboratory was requested to filter the associated sample, run the metals analysis, and report the dissolved metal concentrations (in addition to the total metals analysis) • Hardness, using EPA method SM2340C-2011; surface water samples only A summary of laboratory analyses performed on the samples is provided in Table 1. One trip blank for groundwater and one trip blank for surface water, provided by the laboratory and stored in the sample cooler, was analyzed for Appendix I VOCs. Proper chain -of -custody documentation procedures were followed during collection and transport of each sample. The laboratory analytical reports and chain -of -custody documentation are included in Appendix B. Spring 2022 Semiannual Water Quality Monitoring Report 4 June 2022 3 Findings The field parameter data and laboratory analytical results for the groundwater, surface water, and trip blank samples collected at the Closed Landfill are included in Appendices A and B, respectively, and are also submitted separately to the DEQ DWM Solid Waste Section (SWS) in the Electronic Data Deliverable format (DEQ 2020). All laboratory analytical results were reported and appropriately qualified as follows: • Non -Detections: Non -detections are values reported by the laboratory as "below method detection limits (MDLs)" and are flagged with a "U" qualifier in Table 2. The MDL is the minimum concentration of a substance that can be measured and reported by a laboratory with 99% confidence that the constituent concentration is greater than zero. • Estimated or "Y' Qualified: A "Y' qualifier is used by the laboratory for parameters that are detected at estimated concentrations greater than the MDL but less than the laboratory's method reporting limit (MRL). The MRL is the minimum concentration of a target analyte that can be accurately determined by the referenced method. • Groundwater Quality Standards: Detected concentrations of constituents in groundwater samples were compared to applicable North Carolina groundwater quality standards. For most constituents, this standard is the 2L standard, defined in 15A NCAC 02L. 0202. Detected concentrations of analytes in groundwater with no established 2L standard were compared to the interim maximum allowable concentrations (IMAQ for Class GA and GSA groundwater (in accordance with 15A NCAC 02L.0202). For the purposes of this report, groundwater standards were taken from the November 1, 2021, list published by the North Carolina SWS (DEQ 2021). • 2B Standard: Detections of analytes in surface water samples were compared to the surface water quality standards described in 15A NCAC 02B (213 standards). Hardness -dependent 2B surface water standards were calculated using the average analyzed hardness value (calculated from the upstream and downstream surface water sampling location results) via the most stringent hardness -dependent metal calculation. Table 2 summarizes the field parameter results and laboratory analytical results for detected constituents. The following discussion outlines constituents detected at concentrations that exceeded their respective groundwater quality standards or 2B standards. 3.1 Groundwater The following sections summarize the results of field parameter and laboratory analyses of groundwater samples collected on March 10, 2022. Spring 2022 Semiannual Water Quality Monitoring Report 5 June 2022 3. 7. 7 Field Parameters A summary of the field parameter measurements follows: • pH: The pH readings obtained from monitoring wells MW-01 OLD (6.3 standard units [SUs]), MW-03 OLD (6.4 SU) and BG SPRING OLD (6.2 SU) were less than the range for pH (6.5 to 8.5 SU) specified in the 2L standard (Table 2). The pH readings obtained from monitoring wells MW-02 OLD (6.8 SU) and MW-04 OLD (6.5 SU) were within the 2L standard. • Turbidity: Turbidity in the monitoring wells ranged from 6.61 NTU in monitoring well MW-03 OLD to an estimated value of >1,000 NTU in BG SPRING OLD and MW-01 OLD. • DO: Measured DO values ranged from 0.45 milligrams per liter (mg/L) in MW-01 OLD to 8.97 mg/L in MW-04 OLD. • SC: SC values ranged from 116.1 micromhos per centimeter (pmhos/cm) in BG SPRING OLD to 1,049 pmhos/cm in MW-03 OLD. • ORP: ORP values in the monitoring wells ranged from -66.4 millivolts (mV) in MW-03 OLD to 485.2 mV in MW-02 OLD (Table 2). These parameters do not have established groundwater quality standards. The field parameters measured for this sampling event are generally consistent with historical data. 3. 7.2 RCRA Metals Five metals (arsenic, barium, cadmium, chromium, and lead) were detected in groundwater samples collected from one or more monitoring wells (Table 2). Only one of these metals, barium, was detected at concentrations that exceeded its associated groundwater protection standard of 700 micrograms per liter (pg/L). The exceedance occurred in the samples collected from MW-03 OLD (869 pg/L) and MW-04 OLD (736 pg/L). Laboratory findings indicate concentrations of barium have increased slightly since the fall 2022 sampling event. In fall 2021, barium exceedances were reported in MW-03 OLD only at 830 pg/L. Concentrations of chromium have decreased since spring 2020. In spring 2020, a chromium exceedance was reported in BG SPRING OLD. Samples collected from all groundwater monitoring wells were analyzed for laboratory -filtered metals due to turbidity readings greater than 10 NTU. No analytes were detected at concentrations greater than applicable groundwater protection standards in the samples collected and analyzed for dissolved metals. 3. 7.3 Appendix 1 VOCs and 1,4-Dioxane Fifteen VOCs (1,1-dichloroethane, cis-1,2-dichloroethene, 1,4-dioxane, acetone, benzene, chlorobenzene, chloroethane, ethylbenzene, m,p-xylene, methyl ethyl ketone, o-xylene, Spring 2022 Semiannual Water Quality Monitoring Report 6 June 2022 tetra hyd rofura n, toluene, total xylene, and vinyl chloride) were detected in groundwater samples collected from one or more of the Site monitoring wells (Table 2). Of the detected compounds, two (benzene and vinyl chloride) were detected at concentrations that exceeded their associated groundwater quality standard. A benzene concentration of 2.82 pg/L was detected in monitoring well MW-03 OLD, exceeding benzene's 2L standard of 1 pg/L. Vinyl chloride was detected in monitoring well MW-01 OLD at an estimated concentration of 0.307 J pg/L, which exceeded its 2L standard of 0.03 pg/L. These low concentration VOC detections are generally consistent with recent historical data (Anchor QEA 2020a, 2020b, 2021 a, 2021 b). For example: • MW-01 OLD — During the fall 2021 sampling event, vinyl chloride was reported at a concentration of 0.1.05 pg/L which is greater than its 2L standard of 0.03 pg/L, and 1,4-dioxane was detected at a concentration of 6.47 pg/L, above its 2L standard of 3 pg/L. — In fall 2020, 1,4-dioxane was detected in MW-01 OLD at 7 pg/L. • MW-03 OLD — Benzene was detected at a concentration of 2.37 pg/L in spring 2021 above its 2L standard (1 pg/L) but was not detected during the fall 2021 sampling event. — Benzene was detected at a concentration of 2 pg/L in spring 2020. 3.2 Surface Water The following sections summarize the results of laboratory and field parameter analyses of surface water samples SW-01 OLD and SW-02 OLD. 3.2.7 Field Parameters A summary of the field parameter measurements follows: • pH: The pH readings collected from SW-01 OLD and SW-02 OLD were 7.5 and 7.4 SU, respectively. The readings were within the 2B standard range established at 6 to 9 SU. • Turbidity: The turbidity readings collected from SW-01 OLD and SW-02 OLD were 32.7 and 60.1 NTU, respectively. The reading for SW-01 OLD was within the 2B standard established of less than 50 NTU. The SW-02 OLD reading was greater than the established 2B standard. The SW-02 OLD sample was collected following significant rain events during two preceding days, which likely influenced the turbidity readings collected at this location. • DO: DO readings collected from SW-01 OLD and SW-02 OLD were 10.33 and 12.96 mg/L, respectively. The values are within the 2B standard for Class C waters (greater than or equal to 5 mg/L). • SC: The SC measurements in SW-01 OLD and SW-02 OLD were recorded at 216.4 and 135.4 pmhos/cm, respectively. Spring 2022 Semiannual Water Quality Monitoring Report 7 June 2022 • ORP: The ORP values for these samples were recorded at 367.1 and 380.5 mV (Table 2). These parameters do not have established surface water quality standards. 3.2.2 RCRA Metals Three metals (cadmium, chromium, and lead) were detected in the surface water samples. A concentration of lead (1.21 pg/L) was detected in surface water sample SW-02 OLD above its 2B standard of 0.97 pg/L. Samples collected from both surface water locations were analyzed for laboratory -filtered metals due to turbidity readings greater than 10 NTU. No analytes were detected at concentrations greater than applicable surface water protection standards in the samples collected and analyzed for dissolved metals. 3.2.3 Appendix 1 VOCs and 7,4-Dioxone Acetone was detected in surface water samples SW-01 OLD and SW-02 OLD at estimated concentrations of 2.24 pg/L and 4.99 J mg/L, respectively. These detected concentrations of acetone in SW-01 OLD and SW-02 OLD are likely laboratory artifacts and were not reported above its associated 2B standard of 2,000 pg/L. All other VOCs were reported at less than MDL in SW-01 OLD and SW-02 OLD. 3.3 Site Hydrogeology Groundwater levels were measured in the four monitoring wells, MW-01 OLD, MW-02 OLD, MW-03 OLD, and MW-04 OLD, at the Closed Landfill at depths of 4.95, 6.89, 38.11, and 41.35 feet below the top of the well casing (TOC), respectively (Appendix A). The spatial distributions and screened intervals of the monitoring wells at the Closed Landfill prohibit an accurate calculation of groundwater flow direction. However, within the upper saturated zone, the shallow groundwater is interpreted to generally mimic topography, flowing primarily southward toward Profitt Branch. The Closed Landfill is situated on the southwest side of a knoll, with an elevation of approximately 2,100 feet above mean sea level, and slopes downward toward Profitt Branch. Spring 2022 Semiannual Water Quality Monitoring Report 8 June 2022 4 Summary Anchor QEA completed the first semiannual water quality monitoring event of 2022 at the Closed Landfill on March 10, 2022. Table 1 summarizes the sampling and analyses that were performed. Table 2, the field sampling logs (Appendix A), and the Waypoint Reports of Laboratory Analysis (Appendix B) provide detailed analytical results and field data related to groundwater and surface water quality at the Closed Landfill. The following is a summary of the results from the sampling event: • Groundwater — Detected concentrations of barium exceeded the associated 2L standard of 700 pg/L in the samples collected from MW-03 OLD (869 pg/L) and MW-04 OLD (736 pg/L). No other sample locations exceeded 2L standards for metals. — VOCs that exceeded 2L groundwater standards include the following: • Benzene: Benzene (2.82 pg/L) was detected in the sample collected from MW-03 OLD at a concentration exceeding its associated groundwater quality standard (21- standards) of 1 pg/L. • Vinyl chloride: Vinyl chloride (0.307 J pg/L) was detected in the sample collected from MW-01 OLD at an estimated concentration exceeding its associated groundwater quality standard (21- standards) of 0.03 pg/L. — The measured depths to groundwater in the upper saturated zone within the topographic drainages at the landfill ranged from 4.95 to 6.89 feet below TOC. The groundwater depths in the bedrock monitoring wells at top of the ridge ranged from 38.11 to 41.35 feet below TOC. The shallow groundwater is interpreted to generally mimic topography, flowing primarily southward toward Profitt Branch. • Surface Water — In the surface water samples, lead (1.21 pg/L) was detected in SW-02 at a concentration that exceeded its associated 2B standard of 0.97 pg/L. This exceedance was likely due to elevated turbidity following a major rain event. SW-02 has been reported with lead exceedances previously: in fall 1997, fall 1998, fall 2017, and spring 2020. The upstream sample location, SW-01, was also reported with a concentration of lead greater than 2B standards in spring 2020. Metal concentrations at SW-02 will continue to be monitored in fall 2022 to determine if the lead exceedance in Proffitt Branch is a persistent issue. — Estimated concentrations of acetone were detected in surface water samples SW-01 OLD (2.24 J mg/L) and SW-02 OLD (4.99 J mg/L), but the concentration was less than the associated 2B standard (2,000 pg/L). No other VOCs were detected in the surface water samples.
