The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on July 6, 2022.
2. The facility is open to the public Monday through Saturday 7:00 am to 4:00 pm.
3. Waste is hauled by Atomic Transport to the Upstate Regional Landfill in Enoree, South Carolina for disposal.
Records Review
4. Tonnage records for fiscal year 2021-22 were reviewed. The facility disposed of 116,013.23 tons of material
from July 1, 2021 to June 30, 2022.
5. Waste screening forms from July 1, 2021 to July 5, 2022 were available for review. The forms showed the final
disposition of any unacceptable waste encountered. The facility conducts multiple waste screenings per day to
meet the requirements of 15A NCAC 13B .0405(8)(A).

Operations Inspection of the Transfer Station (4504T-TRANSFER-1998)
7. The transfer station consists of two pre-engineered buildings. Commercial trucks and vehicles with hydraulic lifts
unload in Shed 1 and residential customers and hand unloaders use Shed 2.
8. The trench drains in both buildings were clear and appeared to be working properly at the time of inspection.
9. The tipping floor and push walls in Shed 2 were in good condition at the time of inspection.
10. The push walls in Shed 1 were in good condition. The facility has been having issues with the floor cracking
and chipping away on the left front in Shed 1; however, the facility repaired the damaged area in June.
11. The facility was in the process of washing the interior walls of the two transfer buildings at the time of
inspection to comply with 15A NCAC 13B .0405(11).
12. Windblown waste was minimal and well managed at the time of inspection.
13. Holes were observed on the top rear driver side of trailer 394. Upon further inspection, these holes did not
penetrate the interior wall of the trailer due to the honeycomb construction. If any trailers have holes that
extend to the interior wall of the trailer, the trailer must be removed from service and repaired to meet
the requirements of 15A NCAC 13B .0105.
14. Minimal waste was observed in the loading bay tunnels and the leachate drains in both tunnels were clear and
appeared to be working as designed.
15. Loaded trailers are parked in the loaded trailer parking area located to the southwest of the transfer building.
Any leachate that is lost from parked trailers is collected by a drainage system that is connected to the Cane
Creek Sewer System. A small amount of waste was observed on the ground in the loading trailer parking area,
but that waste was removed by staff during the inspection.
Operations Inspection of Area 3
16. Area 3 is located to the northeast of the transfer buildings and consists of open top roll off containers with
leachate containment.
17. Customers are sent to Area 3 for unloading when they have small loads of MSW or construction and demolition
waste. Sending small loads to Area 3 helps reduce the congestion at the transfer buildings.
18. Windblown waste around the area was minimal and well managed.

19. Four trailers were staged to receive scrap tires and no scrap tires were stored outside the trailers.
20. Electronics are collected, sorted, and palletized, and sent to eCycle Secure in Charlotte, North Carolina for
processing.
Operations Inspection of Area 5
21. The wood waste treatment and processing operation is permitted to receive land clearing waste and
untreated/unpainted pallets. Pallets and land clearing waste are collected in separate stockpiles. Pallets that are
usable are separated and removed from the area and used for shipping electronics.
22. The facility collects leaves and stores them separately across the access road. The collected leaves are used at
the permit exempt Type 3 compost operation located adjacent to the treatment and processing area.
23. The facility recently contracted for grinding and minimal unprocessed material was on site at the time of
inspection.
24. The facility collects clean, unpainted concrete, brick, and block, stockpiles the material and uses it for roadbed
throughout the facility.
Operations Inspection of Household Hazardous Waste Unit
25. Household hazardous waste is collected at the Citizen's Convenience Center located to the northeast of the
transfer station. The convenience center also collects recyclables, white goods, waste oil, antifreeze, batteries,
used electronics, and mercury containing products. TV's and monitors are accepted with payment at the transfer
station.
26. The facility separates oxidizers, flammables, and pesticides and utilizes a lockable three compartment steel
hazardous waste cabinet with under floor secondary containment for storage of the collected materials.
27. The facility collects white goods and scrap metal for recycling. White goods containing refrigerants were
observed to be stored upright. The collected scrap metal is sent to CMC Recycling in Spartanburg, SC.
