On July 8, 2022, the Solid Waste Section accepted the permit renewal request and issued a letter of approval to Republic Services of NC, LLC, in lieu of a full permit to continue the limited waste operations of the facility. The approval is valid for a 5-year permit cycle and shall expire on August 2, 2026.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is located within the facility boundary of the Uwharrie Regional MSW Landfill and attached to the
Landfill Office. 2. The facility is not being utilized as a MSW Mixed Waste Processing facility. All sorting and processing equipment has been removed expect for a baler. 3. The facility only accepts comingled and pre-sorted recyclable materials. The recyclables are deposited on the concrete tipping floor inside the building and then loaded into a trailer and hauled to the Conover Material Recovery Facility (Permit No. 1805-TRANSFER-2001) located in Conover, North Carolina. Cardboard that is received is baled and temporarily stored at the facility and sold.
4. On July 8, 2022, the Solid Waste Section issued a letter of approval to Republic Services of NC, LLC, in lieu of a full permit to continue the described limited waste operations of the facility as stated in a response letter dated June 24, 2022 (FID1684761). Republic Services of NC, LLC must conduct the following activities, at least 90 days prior to reactivating the mixed waste treatment and processing operations at the facility:
a. Submit a revised Operations Plan and Closure Plan in accordance with the law and rule effective at that
time. b. Arrange and coordinate a pre-operational site visit and inspection to ensure that the waste operations conform with the requirement of the law, rule and proposed plans prior to receiving a permit approval
to operate.
