The permit expired on June 15, 2021. A request for permit renewal has been submitted to the Solid Waste Section and is under review. PURPOSE OF SITE VISIT: Comprehensive Inspection ‘ STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is permitted to receive solid waste generated within, Ashe, Avery, Caldwell, Watauga, and Wilkes Counties. 2. The landfill is used primarily for the disposal of inert debris such as concrete, rock, brick, concrete block, and broken asphalt. Wood waste is taken to the Treatment and Processing Area for eventual grinding into mulch. 3. All waste was being placed within Phase 1 of the landfill at the time of inspection. 4. A gate was provided at the entrance to the facility to prevent unauthorized access. 5. The working face was less than one-half acre in size at the time of inspection. 6. No unacceptable waste streams were observed. 7. Majority of inactive slopes had been stabilized with vegetation. 8. Surface water had been directed away from the landfill. 9. Gas Probe “TP 1” was observed. The device was surrounded by large boulders to prevent damage from equipment or landfill traffic. The device was adequately labeled. x Tall grass was observed growing around the gas probe. Please ensure all grass around the probe is cut back to ensure proper access to the device. 10. A new access road had been constructed leading to the landfill. The road was of all-weather construction and well maintained. 11. Methane monitoring of gas probe “TP 1” was being performed quarterly as stipulated in the approved operation manual for the facility. Records for monitoring events performed on 1/25/21, 4/29/21, 7/28/21, 10/25/21, 2/3/22, and 5/9/22 were verified. No exceedances above applicable standards were found. 12. Since the previous inspection, the sediment basin below the LCID landfill has been completely rebuilt. The size of the basin has been increased, and a concrete riser with a skimmer has been installed. Please continue to monitor all vegetative growth on the new basin to ensure the establishment of a permanent groundcover sufficient to restrain erosion. Operations inspection of the Treatment and Processing Unit: 13. One small stockpile of ground material and one large stockpile of unground material were on site at the time of inspection. 14. Adequate access had been provided around stockpiles to allow for access by firefighting equipment. 15. No unacceptable waste streams were observed. 16. A dumpster was provided on site collection of unacceptable waste streams. 17. No standing water was observed. 18. No objectionable odors were observed. 19. No dust was observed. 20. It appeared that surface water had been directed away from the area. 21. The facility is permitted to operate a Type 1 Composting Unit. However, no compost operations were taking place at the time of the inspection.
