STATUS OF PERMIT:
Life of Site permit was issued for 9102-TRANSFER-1997 on August 27, 2018 and will expire on December 31, 2057.
PURPOSE OF SITE VISIT:
Comprehensive Compliance Inspection

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number, and emergency contact
information as well as material accepted at the facility.
3. The facility accepts waste Monday through Friday 0530 to 0700 for private operators, Monday through Friday 0730
to 1630 for the public, and Saturday 0730 to 1200.
4. The Permit and Operations Plan were available and reviewed during this inspection. It was recommended that the
GFL Environmental and NCDEQ contacts be updated. It was also recommended during the inspection that the most
current Permit and Operations Plan be printed out and kept on site. Mr. Moseley and Mr. Pernell provided
documentation that the contacts had been updated and that the current Permit and Operations plans had been printed
out and displayed at the facility. Ensure that the contacts, Permit, and Operations Plan are updated as needed
to remain current.
5. The following are facility certified personnel:

6. A large amount of waste was observed on the tipping floor. Mr. Moseley stated that the tipper at the Upper Piedmont
Landfill had gone down on June 27, 2022, and that the Vance TS had closed to the public and private operators at
noon on June 27, 2022. The large amount of waste on the tipping floor was the result of some diverted trucks
returning to the facility that morning. Mr. Moseley also stated that no waste was on the tipping floor overnight. Mr.
Moseley stated that a driver had called out and that Hilco would provide extra drivers to ensure that the waste was
removed from the facility. Ms. Thompson asked that she be informed if the TS needed to close due to landfill or
trucking issues. Ms. Thompson also asked to be updated on the status of the waste on the tipping floor at the end of
the operating day. Mr. Moseley provided a photograph of the cleaned tipping floor at the end of the operating day.
7. The damage previously identified in the southeastern corner of the building had been repaired.
8. Minimal waste was observed on the top of the push walls. Ensure that the waste is removed from the top of the push
wall by the end of the day. The waste observed within the transfer trailer bay was being actively removed between
transfer trailers.
9. The sidewalls and loading area had been power washed and cleaned. Good job!
10. A small portion of the metal siding along the transfer trailer bay had been damaged. Ms. Thompson recommended
that the siding be repaired so that waste could not leave the transfer trailer bay. Mr. Moseley provided a photograph
depicting the repair of the metal siding.
11. Windblown debris was being well -managed around the transfer station with minimal windblown noted during the
inspection. Windblown debris was being picked up at the time of this inspection.
12. A dip in the gravel roadway with some standing water was observed along the concrete at the southern end of the
transfer trailer bay. Ms. Thompson recommended that the area be graded to properly shed water.
13. Digital photographs were taken during the inspection.
