Dear Mr. Creech:
Cedar Rock Environmental, P.C. (Cedar Rock) is pleased to submit this report describing activities
and results for the in -place abandonment of the onsite UST, and the removal of the onsite
aboveground storage tank (AST), located at 2530 Lane Street in Kannapolis, North Carolina. The
UST abandonment was performed on May 18, 2022. Included in this report are project documents
consisting of disposal manifests and photographic documentation. This report should be kept with
other documents pertaining to the residential property.
Soil contamination was detected beneath the UST during a site inspection performed on April 26,
2022. The release was reported to the Department of Environmental Quality (DEQ) using a UST-
61 form on May 19, 2022. Although the State no longer requires further assessment of the
contamination, the State does require the filing of a Notice of Residual Petroleum (NRP) prior to
conveying the property to another party. The NRP includes land use restrictions prohibiting any
disturbance of site soils within a specified radius of the estimated extent of soil contamination and
prohibits the use or installation of any water supply wells on the property. Cedar Rock is in the
process of filing the NRP. The DEQ will not issue a Conditional Notice of No Further Action
(NFA) letter until all water supply wells within 150 feet of the release are properly abandoned.
Once the NRP is approved and the wells have been abandoned the DEQ will issue the conditional
NFA letter. Upon receipt of proof that the local officials and adjacent property owners have been
notified of the release by receiving a copy of the Conditional NFA letter, and that the NRP has
been filed, the DEQ will reissue the NFA letter with no conditions to officially close out the
petroleum release incident.

1.0 INTRODUCTION
Cedar Rock Environmental, P.C. (Cedar Rock) was contacted by Mr. Michael Creech of Angier,
North Carolina to abandon in -place an underground storage tank (UST) located at 2530 Lane Street
in Kannapolis, North Carolina. The UST was first inspected on April 26, 2022. An inactive UST
was observed to be located as shown in the Site Map. Both the fill and vent pipes of the UST were
observed to be intact, however, the fill pipe was missing its cap. The depth to the top of the UST
is approximately 20 inches below land surface (bls). The UST has a length of about 69 inches
with a diameter of approximately 47.25 inches and a capacity of about 550 gallons. The UST was
measured to contain approximately 274 gallons of fluid. White flagging was installed to mark the
ends of the UST. No other USTs on the property were discovered using a metal detector to survey
along the outside perimeter of the building where USTs would usually be located.
Once the orientation of the UST was determined, a soil boring was performed at the western end
of the tank using a 3.25-inch diameter stainless steel hand auger. The boring was advanced to a
depth of approximately 5.5 feet bls, about the bottom of the UST. A strong petroleum odor and
discoloration was observed in the soils from a depth of approximately 5.0 to 5.5 feet bls suggesting
significant leakage from the UST has occurred. The native soils underlying the tank consist of a
grayish blue sandy silt.
An inactive above ground storage tank (AST) was observed to be located as shown on the Site
Sketch. The AST has a length of about 61 inches with a diameter of approximately 36 inches and
a capacity of about 270 gallons. The AST was measured to contain approximately 222 gallons of
fluid. The AST was supported off the ground by a metal stand. The AST appeared to be in good
condition with no observable leakage. The copper fuel delivery line had been disconnected from
the AST and was observed to be cut a few inches off the ground at the foundation wall. This line
was observed in the furnace room to be cut at the foundation wall. No petroleum odors or stains
were observed in the furnace room.
2.0 PROJECT
The in -place abandonment of the UST was performed on May 18, 2022. The abandonment
consisted of the hand excavation of the soils overlying the western end of the UST to expose the
topside of the tank. A hole approximately 1.5 feet in diameter was then cut on the top of the UST
to allow for removal of the tank contents, cleaning and visual inspection of the UST interior, and
subsequent filling. The tank was pressure washed to remove all residual petroleum sludge.
Vacuum was applied to the fuel lines in an attempt to remove any residual oil from the lines. The
AST was also removed from the property on May 18, 2022. A total of approximately 546 gallons
of fluid and sludge (including rinsate) were removed from the UST and the AST. Copies of the
disposal manifests for the tank contents and the AST are included in Appendix A.
After the interior of the UST was cleaned, the tank was then entirely filled with an excavatable
flowable fill cement slurry. Once filled, the exposed portion of the UST was then covered with
site soils (see Appendix B - Photographic Documentation).

If you are able to look at this NRP in the next little bit I would really appreciate it. I am going to see Mark
around 3:00 today and would like to get it signed. Sorry for the short notice. Some plans changed to where I am
able to make it over to Mark today to sign a couple other NRPs so I just got this one prepared to see if we could
squeeze it in, too. We abandoned the tank earlier this week and removed the AST. I have attached a copy of our
abandonment report. The site is currently High Risk because of a well but they are in the process of getting that
well abandoned so the site can be downgraded to Low Risk. Thanks!
