Pursuant to NCGS 130A-295.8, the permitee must submit a permit application for any change to the approved engineering plans or for a substantial amendment to the permit. An application for a permit must be prepared in accordance with all applicable statutes and rules in effect on that date. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review STATUS OF PAST NOTED VIOLATIONS: None Applicable OBSERVED VIOLATIONS: There were no observed violations, please see the ADDITIONAL COMMENTS section below. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6903T_INSP_20220628 Page 2 of 6 ADDITIONAL COMMENTS: 1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A- 290(a)(35). 2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste, animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps, ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are prohibited from being accepted at this Facility. 3) This Facility is permitted to receive Municipal Solid Waste, Construction & Demolition Waste, Scrap Tires, and Yard Waste generated in Carteret, Craven, and Pamlico Counties. 4) All waste, with the exception of scrap tires, which are hauled directly to Central Carolina Tire, permit #43-04 in Cameron, Moore County, NC, is transported to the Coastal Environmental Partnership Subtitle-D Landfill, permit #25-09 in Tuscarora, Craven County, NC. 5) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours of operation, and the emergency contact number is posted at the Facility entrance. 6) The hours of operation are Monday through Friday 7:30 AM to 4:30 PM and Saturday 7:30 AM to 12:00 PM. 7) The Facility is secured by means of a locked gate at the Facility entrance. The gate was open upon my arrival and Facility personnel were on site during this Facility Compliance Inspection. 8) The entrance to the Facility is well maintained and no windblown debris was noted along the roadway approaching the site. 9) The Facility access road is of all-weather construction and is being maintained in overall good condition. 10) This Facility maintains an adequate number of trailers on-site to properly manage the volume of waste received during operating hours. There was one trailer in the loading bay, one empty MSW trailer, and one trailer for scrap tire transport on site during this Facility Compliance Inspection. 11) The yard waste collection/storage area is well maintained with an adequate fire break and clear access around the area for fire suppression, maintenance, and inspections. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6903T_INSP_20220628 Page 3 of 6 12) All yard waste collected on site is hauled, as needed, to the Coastal Environmental Partnership Compost Facility, permit #25-09, in Tuscarora, Craven County for grinding and composting. 13) The on-site compost stockpile is maintained at an adequate distance from the vegetative debris stockpile. 14) Access around the Facility is generally stable and is well maintained at this time. 15) This Facility maintains a Caterpillar 930M wheel loader on site for Facility operations. 16) The Facility is protected by safety bollards at the entrance to the tipping floor and at the entrances to the trailer loading bay. These bollards have recently been repainted with high visibility paint. 17) The transfer station appears well maintained at this time with no structural damage noted during this Facility Compliance Inspection. 18) Signage is posted at the entrance to the tipping floor and on the tipping floor adjacent to the trailer loading area instructing customers of safe operating procedures. 19) The tipping floor leachate collection drain was clear of blockage and appeared to be functioning properly FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6903T_INSP_20220628 Page 4 of 6 during this Facility Compliance Inspection. 20) Waste received at this Facility is processed in a timely manner. 21) The waste type was reviewed. The waste type being managed was MSW and no unpermitted wastes were observed during this Facility Compliance Inspection. 22) The tipping floor is cleaned throughout the workday and appears well maintained at this time. 23) There are five fire extinguishers maintained at the Facility for fire suppression: three in the transfer station, one in the loader, and one in the transfer tractor. 24) There are three hose bibs in the transfer station for Facility wash-down and fire suppression: two are located at the entrance to the tipping floor and a third is located in the trailer loading bay. 25) Recyclable metals and unacceptable waste streams are removed from the Facility for proper management daily. 26) The waste deflector chutes and the tipping floor edge reinforcement bar system are well maintained and functioning properly at this time. 27) The trailer loading area is policed throughout the workday and as loaded trailers are removed from the loading bay. 28) The leachate collection drain in the trailer loading bay was in need of cleaning. *Facility attendant BJ Dudley advised that he would clean the grates when the transfer trailer was pulled from the bay. Later in the day, Mr Dudley sent Ray Williams a photograph of the cleaned bay and leachate collection system. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6903T_INSP_20220628 Page 5 of 6 29) Leachate is collected on site and stored in a below ground storage tank and then pumped and hauled as needed. All leachate is transported to the Coastal Environmental Partnership MSW Landfill, permit #25-09 in Tuscarora, Craven County, NC and transferred to the on-site leachate management system for treatment. The leachate storage system appears well maintained and functioning properly at this time. 30) To reduce the amount of small vehicle/small load traffic on the tipping floor, roll-off containers are maintained in a residential waste management area to the east of the Transfer Station access ramp. This area is well maintained, and no overflow/windblown debris was observed around the roll-off containers during this Facility Compliance Inspection. 31) The scrap tire collection/storage area consists of a concrete pad with concrete bunkers in place around the pad for storage. This area is well maintained with an adequate fire break and clear access around the area for inspection, maintenance, and fire control. Scrap tires are loaded into the transfer trailer weekly. 32) This Facility utilizes steel hog-wire type fencing and chain link type fencing around the perimeter of the property to control windblown litter. Windblown debris is well managed. No windblow litter was observed on site or outside of the perimeter fence during this Facility Compliance Inspection.
