A permit renewal request has been submitted to the Solid Waste Section-Permitting Branch and is under review. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility consists of a Household Hazardous Waste Collection Facility. The facility also has a paint swap shop and a convenience area for collection of electronics, used oil, used oil filters, antifreeze, batteries, vehicle batteries, used cooking oil, cardboard, appliances and scrap metal 2. The facility is secured by an automatic gate and fence to prevent unauthorized access. 3. Proper signage was observed at the entrance of the facility. Operations Inspection of the Household Hazardous Waste Facility: 4. The facility is permitted to receive household hazardous waste generated within Cabarrus County, or in accord with an agreement, from other counties. To qualify as HHW the waste must be: (a) Generated by individuals on the premises of a residence for individuals (a household); and (b) Composed primarily of materials found in the waste generated by consumers in their homes. 5. The HHW storage building is separated into three compartments. The compartments have a containment area beneath the metal grate floor. 6. No unacceptable material was observed. 7. The facility was clean and well managed. 8. The compartments are equipped with a dry chemical suppression system. The suppression system was inspected in March 2022. The facility also has three fire extinguishers on site for fire control. The fire extinguishers were inspected in April 2022. 9. A spill kit is located next to the storage building. 10. Take measures to ensure that all drums or containers are marked with the start date of accumulation of waste. Records Review: 11. Reviewed the permit, operations plan, weekly inspection forms and waste manifest forms. 12. The facility accepted 15,669 pounds of HHW in May 2022.
