BISER Secretary MICHAEL SCOTT Director NORTH CAROLINA Environmental Quality June 24, 2022 Sent via email: michael.lee@gflenv.com Mr. Michael Lee Operations Manager P 0 Box 1831 Wilson NC 27893 SUBJECT: Transfer Station Assessment Report, Revised Operating Plan, Closure Plan, and Closure Cost Estimates Wilson Transfer Station, Waste Industries/GFL, Permit 9806T-TRANSFER-1997 Dear Mr. Lee, The State of North Carolina, Division of Waste Management Solid Waste Section (Section) has completed the review of the Transfer Station Assessment Report (report) for the above referenced facility. The Report was submitted on June 18, 2021, in accordance with 15A North Carolina Administrative Code 13B .0401(b). The intent of the report was to self -assess and demonstrate compliance with the rules in 15A NCAC 13B .0400, readopted effective January 1, 2021, with a primary focus of vital infrastructure at the facility as part of transitioning under the new rules and other life of site permit requirements. This facility is currently inactive, but the permit is active, and the site is subject to current rules. In summary, the report concluded that the structural facilities are in generally good condition, but that the tipping floor and the outside concrete pad should be monitored for cracks and the push wall monitored for wear. Also, prior to the site becoming operational again, a confined space sign should be installed for the sewer lift station, and floor drains should be cleaned and tested to confirm proper operation. Based upon our review, the Section generally agrees with the report as submitted.
