Center Avenue, Suite 301 Mooresville, NC 28115 Attn: Ms. Trudy Beverly, PG Re: Supplemental Phase II ESA Industrial Property 443 Pitts School Road Concord, North Carolina H&H Job No. COP-014 Dear Dan: 1.0 Introduction SMARTER ENVIRONMENTAL SOLUTIONS In accordance with our authorized scope of work, Hart & Hickman, PC (H&H) is pleased to present this Supplemental Phase II Environmental Site Assessment (ESA) report, which documents soil sampling activities on an industrial property located at 443 Pitts School Road in Concord, Cabarrus County, North Carolina (Site). A Site location map is provided as Figure 1. The Site consists of one parcel of land (Parcel Identification Number 45996859460000) that is approximately 7.99 acres. The Site is developed with two industrial warehouse buildings that are located in the western and northeastern portions of the Site. The warehouse located in the western portion of the Site is approximately 27,784 square feet and currently unoccupied. The warehouse located in the northeastern portion of the Site is approximately 28,094 square feet and occupied by Jerico Performance Products, a vehicle transmission design, manufacturing, and repair facility. (CESI) collected soil samples B-1 (5-6 ft) and B-2 (5-6 ft) adjacent to two sumps that receive used coolant, machine oil, and other waste fluids generated in a machine shop. Soil analytical results indicate that diesel -range total petroleum hydrocarbons (TPH-DRO) were detected in samples B-1 and B-2 at concentrations of 116 mg/kg and 124 mg/kg, respectively, which are slightly above the North Carolina Department of Environmental Quality (DEQ) Action Level of 100 mg/kg. No volatile organic compounds (VOCs) were detected at concentrations above DEQ soil -to -water, residential, or industrial/commercial Maximum Soil Contaminant Concentrations (MSCCs). A copy of the March 2021 Phase II ESA report prepared by CESI is provided in Appendix A. Based on the prior detection of TPH-DRO in soil at concentrations above the DEQ Action Level, H&H completed a 24-Hour Notification of Discharge Form (UST-62), which is provided in Appendix B. In July 2021, H&H performed additional Phase II ESA soil sampling activities at the Site to further evaluate potential impacts from the machine shop sumps. The methods and results of our assessment are summarized in the following sections. 2.0 Additional Phase II ESA Soil Sampling Activities 2.1 Utility Location Prior to conducting soil sampling activities, H&H contacted North Carolina 811, the public utility locator, to mark subsurface utilities located on the Site. H&H also contracted Probe Utility Locating, a private utility locator, to screen the boring locations for subgrade utilities and to confirm public utility locator markings using electromagnetic and ground -penetrating radar (GPR) methods. https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Colliers Properties, Inc. - COP/COP-014 443 Pitts School Road/Report/Phase 11 ESA - 443 Pitts School Road (8-30-21).docx 14 hart hickman SMARTER ENVIRONMENTAL SOLUTIONS Ms. Trudy Beverly, PG August 30, 2021 Page 3 2.2 Soil Sampling On July 20, 2021, H&H advanced two interior soil borings (HHSB-1 and HHSB-2) adjacent to previous borings B-1 and B-2 that were advanced by CESI. H&H advanced each interior soil boring to a depth of 6 ft below ground surface (bgs) using a decontaminated stainless -steel hand auger. Continuous soil samples were collected from the borings and were logged for lithological description and field screened for the presence of staining, odors, and organic vapors using a calibrated photoionization detector (PID). H&H collected one soil sample from each boring at a depth of 5-6 ft bgs to further evaluate soil impacts below the estimated base of the sumps and at the depth of samples B-1 and B-2. Soil sample locations are depicted on Figure 3, and boring logs which include lithologic descriptions and field screening results are provided in Appendix C. Soil samples were placed directly into laboratory -supplied glassware, labeled, and placed on ice in a laboratory -supplied cooler. The samples were delivered to Pace Analytical, a North Carolina - certified laboratory, under standard chain of custody protocols for analysis of semi -volatile organic compounds (SVOCs) by EPA Method 8270, volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons (EPH) by the Massachusetts Department of Environmental Protection (MADEP) method, and lead and chromium by EPA Method 6020. H&H also collected two exterior soil samples in undeveloped areas at the Site to establish Site - specific background concentrations for naturally occurring metals. Background soil sample HHBG-1 was collected from 5-6 ft bgs in the northwest corner of the Site, and background soil sample HHBG-2 was collected from 5-6 ft bgs in the southeast corner of the Site. Background soil samples were submitted for laboratory analysis of lead and chromium by EPA method 6020. Based on the lack of obvious evidence of significant impact (such as free product), soil cuttings generated during sampling activities were spread on -Site. 3.0 Soil Sampling Results Soil analytical data are summarized in Table 1, and the laboratory analytical report is provided in Appendix D. Soil analytical results were compared to the DEQ Underground Storage Tank (UST) Section soil -to -water, residential, and industrial/commercial MSCCs dated July 2021. In addition to the MSCCs, metals results were compared to Site -specific and published background concentrations for naturally occurring metals in North Carolina soil. No SVOCs, EPH, or VPH were detected above the laboratory reporting limits in soil samples HHSB-1 or HHSB-2, which were collected adjacent to the two machine shop sumps. Chromium (up to 8.2 mg/kg) was detected in samples HHSB-1 and HHSB-2 at concentrations above the residential and industrial/commercial MSCCs of 1.32 mg/kg and 6.54 mg/kg, respectively. However, the detected concentrations are generally consistent with Site -specific background concentrations and below the average published background concentration of 65 mg/kg for North Carolina soils. Lead (up to 8.9 mg/kg) was detected in samples HHSB-1 and HHSB-2 at concentrations below the most stringent MSCC (i.e., soil -to -water) of 270 mg/kg and consistent with Site -specific and published regional background levels. A brief summary of the sampling results is provided below. Recommendation H&H requests that DEQ concur that no further assessment or soil remediation activities are warranted for the release incident. The location of the Property is shown on a street atlas as Figure 1 and a portion of a United States Geological Survey topographic quadrangle map as Figure 2. The layout of the Property is shown on Figures 3. The purpose of the Phase 2 Investigation is to address Recognized Environmental Conditions (RECs) revealed by a study of a Phase 1 Environmental Site Assessment (ESA) of the Property prepared by CESI and dated February 10, 2021. The Phase 1 ESA revealed no Recognized Environmental Conditions (RECs) associated with the Property other than the following: Two sump pumps in the production area of the 443 Pitts School Road building receive coolant oil from metal machining equipment. Other liquids mixed with the coolant include machine oil, rust inhibitor, and metal wash. The fluids flow into the sumps from above floor and below floor piping and is recycled to the machines on a continual basis. The sumps measure approximately 2-feet long, 2-feet wide, and 2-feet deep and appear to be constructed of poured in place concrete, presumably formed and poured with the floor slab. The sumps are lined with steel and do not exhibit cracks or joints. However, there is no practical method for evaluating the integrity of the sump system. Based on the age of the system, the lack of a method for leak detection, and the nature of the liquids conveyed; the sump systems are considered a REC. • Metal shavings from the production area are place into an open dumpster located southwest of building 443. On the day of the site visit, stormwater below the dumpster was observed to be impacted with coolant oil. The coolant oil may have impacted soil near the dumpster and is considered a REC. 45 Spring Street, SW P.O. The approximate location of the borings, designated B-1, B-2, and B-3, is shown on Figure 3. The borings were advanced using a washed stainless steel hand auger. During drilling, the soil returns were field screened for evidence of contamination using visual and olfactory methods. Soil samples were collected from the borings and are described below. Following drilling and sampling, the boreholes were bacfilled and the concrete was patched. Geologv and Field Screening Borings B-1 and B-2, located in the building, were preceded by 6-inch diameter concrete coring. Minor amounts of gravel were encountered immediately below the concrete slab. The borings of B-1 and B-2 were slanted such that the bottom of each boring would be below the target sump. The boring of B-3, located in the grass nearest the dumpster, was advanced vertically. The borings of B-1 and B-3 encountered brown and red silt and fine-grained sand to the maximum depth penetrated of 6-feet and 8-feet below grade, respectively. The boring of B-2 encountered brown fine grained sand to approximately 4-feet below grade. At 4-feet below grade in the boring of B-2, approximately six -inches of water saturated grey gravel was encountered. Below the gravel was red silty Saprolite to the maximum depth penetrated of 6-feet below grade. Soil samples from the borings were field screened for visual and olfactory indications of contamination. None of the soil samples from the borings of B-1 or B-3 were indicated to be impacted. Soil samples from the bottom of these borings were placed into laboratory provided jars for laboratory analyses. The gravel layer and lower soil samples collected from the boring of B-2 were observed with a strong odor of petroleum hydrocarbons. A soil sample was collected from approximately 5 to 6-feet below grade in the boring of B-2 for laboratory analysis. The soil samples were collected into laboratory provided soil jars and transported to Pace Analytical, Inc. (Pace) of Huntersville, North Carolina, using Chain -of -Custody protocol. Pace was requested to analyze the groundwater samples for Volatile Organic Compounds (VOCs) by EPA Method 8260. In addition, the soil samples collected from the borings of B-1 and B-2 were analyzed for Total Petroleum Hydrocarbons (TPH) Diesel Range Organics (DRO). Analytical Results A summary of the laboratory analytical results is provided in the table below. Discussion and Recommendations The laboratory results were compared to the Preliminary Soil Remediation Goals (PSRGs) for Protection of Groundwater and Residential use as published by the DEQ in January 2021. None of the tested parameters exceeded the respective PSRGs. The TPH DRO results were compared to the DEQ action level which is set at 100 mg/kg. The TPH DRO concentrations of both soil samples collected from both the borings of B-1 and B-2 exceeded the action level. Based on our field observations, the concentration of petroleum hydrocarbons is lower than expected and may be more accurately quantified using Semi-VOCs (SVOCs) scans. Future assessment work should include EPA Method 8270 for SVOC analysis. The exceedance of the TPH DRO action level in the soil samples collected from boring B-1 and B- 2 and the physical observation of petroleum hydrocarbon impact in the boring of B-2, is a reportable event to the North Carolina Department of Environmental Quality (DEQ) Inactive Hazardous Sites Branch (IHSB). Excavation of impacted soil followed by confirmatory sampling of the sidewalls and excavation base is recommended. Closure of the incident should follow "Methods to Quickly Achieve No Further Action Status for Mildly Contaminated Properties" published by the DEQ and dated December 29, 2017. CESI does not recommend additional work in the area of boring B-3. Based on the results of the Phase 2 Investigation, and our observation of the soil type below the concrete slab, the additional work should consist of sawcut and excavation of impacted soil approximately two feet to the sides and three feet below the bottom of the sumps. The sidewalls and bottoms of both excavations would be sampled for analysis of VOCS and SVOCs by EPA Methods 8260 and 8270 and Massachusetts Department of Environmental Protection (MADEP) procedures for Volatile Petroleum Hydrocarbons (VPH) and Extractable Petroleum Hydrocarbons (EPH). Following collection of the soil samples, the sumps and floors would require repair. Assuming the contamination did not migrate further horizontally or vertically, a No Further Action order may be achievable from the DEQ for approximately $20,000.
