Permit to Operate issued December 21, 2015.
The facility received a Life of Site Permit on October 22, 2020. The permit will expire on December 1, 2065.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The permit and operations plan were available and reviewed during this inspection.
4. Waste screening reports were reviewed and verified. The facility does not receive many unacceptable waste items.
All prohibited/unacceptable items are loaded back onto the incoming truck and hauled out of the facility
5. White goods and electronics are being accepted for recycling. The electronics are palletized and wrapped in
cellophane for transportation to the recycler. Mr. Bodenhamer stated that the electronics would be picked up in the
next few weeks.
6. The access around the facility is stable and no soil erosion was noted.
7. Digital pictures were taken during the inspection.
Closed MSWLF (3501)
1. No woody vegetation was observed on the Closed MSWLF and it had recently been mown. Good job.
2. Edge of waste markers were visible around the Closed MSWLF.
3. No areas of standing water were identified near the berm along the eastern edge of the landfill. Some large ruts were
observed behind the berm.
Beneficial Fill Site
1. The northern most parcel of land that makes up the Franklin County Landfill and Transfer Station is the location of
an inactive beneficial fill site. Historically, Franklin County allowed this area to be used by DOT to dispose of dirt
and inert debris. Those fill activities are no longer taking place. Do not resume taking fill without first updating
the Operations Plan and submitting it for approval to the Permitting Branch of the Solid Waste Section.
2. No unacceptable waste was observed near the beneficial fill site.
Transfer Station Transfer Station (3503)
1. The tipping floor was clean and in good condition during the inspection. Good job.
2. The transfer station walls were covered with dirt and grime and are in need of cleaning. As per 15A NCAC 13B
.0405 (11), the transfer station building shall be cleaned with a pressure washer no less than twice per year.
3. Some windblown waste was identified behind the transfer station, near the loading bay, and around the transfer
trailer staging area. According to 15A NCAC 13B .0402, " Appropriate method shall be provided to confine material
subject to be blown by the wind within the area." Windblown waste at the was actively being picked up during this
inspection. At the conclusion of each day of operation, all windblown material resulting from the operation shall be
collected and returned to the area by the owner or operator." A rake is effective at getting up the smaller pieces of
waste. Ensure that the windblown waste is picked up and returned to the transfer station daily.
4. The leachate drains did not have accumulated waste or grit. No ponding leachate was observed during this
inspection. Good job.
5. A hole was noted near the top of the southern concrete push wall, on the exterior of the building. A hole was also
identified in the metal siding along the southern wall of the building. These areas should be repaired as soon as
practical. Monitor so that it does not increase in size or allow waste to exit the transfer station building until the

repair is completed. Ensure that any repairs identified in the Transfer Station Assessment Report are made
within the allotted time frame.
6. An area of soil and debris was identified under the guard rail, adjacent to the sock and inlet to the catch basin. The
socks are replaced, and the area cleaned as needed to ensure the proper functioning of the drain.
Scrap Tire Area
1. No standing water was observed within the scrap tire operational and storage area. Ensure that the scrap tire area is
graded or repaired as needed to shed stormwater away from the area.
Yard Waste Area
1. The yard waste area is being well managed and actively being ground during this inspection. No unacceptable
wastes were observed within the waste stream. Continue to windrow and process the material as outlined in your
operations plan and permit.
2. No standing water was observed within the yard waste area.
