The Permit to Operate – Modification was issued on November 1, 2018. The Permit to Operate expired on April 7,
2022. Information regarding the permit renewal has been submitted to the Permitting Section and is under review. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is a Large Type 1 Solid Waste Compost Facility permitted to receive yard and garden waste, silvicultural waste and untreated and unpainted wood waste. 2. The incoming material is from residential and commercial properties within Mecklenburg County as well as
surrounding counties. 3. Proper signage is displayed at the entrance of the facility. 4. The facility is secured by a perimeter fence. Entry to the facility is through a security gate, which is locked after
hours. 5. Observed the receiving area, processing area, windrow areas and storage areas. All areas were being managed properly.
6. No unacceptable waste was observed. 7. No objectionable odors were observed. 8. All composting activities are conducted on concrete pavement and well maintained. 9. Roadways are made of all-weather construction and well maintained. Records Review: 10. Reviewed the permit, operations plan, tonnage records, compost analysis, moisture levels and temperature records. 11. The facility accepts approximately 200 tons per day. 12. Temperatures of the compost windrows are taken once per week. 13. Temperature measurements appear to be maintained at or above 131°F.
